مرور سیستماتیک تغییراستراتژی های دفاعی در پدافندغیرعامل شهری، با رویکرد فراتحلیل

کلمه «استراتژی» و «دفاع استراتژیک» در مباحث «پدافندغیرعامل»، بسیار استفاده می‌شود اما تاکنون در خصوص تبیین و شناسایی ماهیت دقیق ارتباط بین این دو مبحث، مطالعه جدی صورت نگرفته و به آن پرداخته نشده است. در پژوهش حاضر سعی شد تا با استفاده از روش مرور سیستماتیک، مطالعات مربوط به مدیریت استراتژیک در حوزه پدافندغیرعامل تحلیل گردد. لذا دو عبارت بیان شده، در پایگاه داده web of science جستجو گردید که در نهایت تعداد 67 مطالعه یافت شد. سپس پژوهش‌های صورت‌گرفته در بین سال‌های 2020 تا 2024 شامل تعداد 29 مطالعه، انتخاب شدند و با استفاده از نرم‌افزارهای vosviewer و maxqda analytics pro نسبت به بررسی متون آنها و استخراج مقوله‌ها و مفاهیم و شاخص‌های قابل استفاده در موضوع تحقیق اقدام گردید. با توجه به اینکه مباحث پدافندغیرعامل، بخصوص تهدیدهای فناورپایه، دائم در حال تغییر می‌باشد، و مدیریت استراتژیک نیز با اجرا و ارزیابی استراتژی‌های مناسب، به دنبال رساندن سازمان به اهداف مطلوب دفاعی مدنظر است، لذا این مقاله سعی در نشان‌دادن ارتباط بین پدافندغیرعامل و مدیریت استراتژیک، اهمیت نگاه استراتژیک در پدافندغیرعامل و تاثیر بسزای تصمیمات استراتژیک در رسیدن به اهداف کلان پدافندغیرعامل بخصوص امنیت جامعه شهری است. در انتها، لزوم اصلاح و تغییر استراتژی دفاعی در اقدامات پدافندغیرعامل، بخصوص در شهرها، به دلیل هوشمند شدن مدیریت شهری از یک سو و تغییر نوع تهدیدها، از انواع تهدیدهای سخت به تهدیدهای نرم همانند حمله‌های سایبری از سوی دیگر، امری اجتناب‌ناپذیر است.

systematic review of urban passive defense strategies, with an meta-analytic approach

the words “strategy” and “strategic defense” are used in the “passive defense” discussions, but so far, it has not been studied and addressed seriously about explaining and identifying the exact nature of relation between the two discussions. in the current study, it was tried to analyze strategic management studies in the field of passive defense using systematic reviewing. thus, the two stated terms searched in the database of &web of science&, which was eventually found 67 studies. then, the research conducted between 2020 and 2024 included 29 studies were selected and software of &vosviewer&, &analytics pro& and &maxqda& were used to examine their texts and extract the relevant categories and concepts and indicators that are usable in the research topic. given that passive defense discussions, especially technological threats, are constantly changing, and strategic management is also leading the organization to achieve optimal defense objectives by implementing and evaluating appropriate strategies, so this article is trying to demonstrate the link between passive defense and strategic management, the importance of strategic vision in passive defense and the impact of strategic decisions on achieving the major objectives of passive defense especially the civil society’s security. finally, the need to correct and change the defense strategy in passive defense measures, especially in cities, is inevitable because of the smartness of urban management on the one hand and the change of the type of threats from a variety of difficult threats to soft threats like cyber attacks.
