ارائه الگوی مناسب هشداردهی اطلاعاتی بحران های امنیتی

سرعت تحولات، روندها و رویدادهای نوظهور امروزی پرشتاب، غافلگیری و شکست‌های اطلاعاتی زیادی را در جوامع مختلف به‌همراه داشته است. این مسئله لزوم توجه به سامانه‌های هشدار و الگوهای مناسب هشداردهی را دوچندان می‌نماید؛ بنابراین در پژوهش حاضر الگوهای مختلف هشداردهی بررسی و با مطالعه اسنادی در این حوزه تلاش می‌گردد ضمن شناسایی ابعاد، مولفه‌ها و شاخص‌های هشداردهی  اطلاعاتی در بحران‌های امنیتی، الگو  مطلوب هشداردهی اطلاعاتی حاصل گردد. این پژوهش ازنظر هدف، کاربردی و با رویکرد کیفی و بر مبنای روش تحلیل محتوا از نوع اکتشافی است که با مشارکت 12 نفر از خبرگان، صاحب‌نظران، مدیران حوزه اطلاعاتی، امنیتی، سایبری، بحران و جنگال که دارای سوابق علمی مدیریتی و اجرایی بوده‌اند و با روش نمونه‌گیری هدفمند در جامعه آماری هدف و با ابزار مصاحبه، جمع‌آوری‌، پیاده‌سازی و تجزیه ‌و تحلیل داده‌ها انجام شده است که پس از کدگذاری و تطبیق، انطباق و انسجام‌بخشی، نتایج زیر به‌دست آمده است: 68 شاخص، 13 مولفه و 4 بُعد. مولفه‌های حاصل، عبارت ‌است از: علائم (ادراک)، آگاهی (جمع‌آوری)، پردازش، تجزیه‌وتحلیل (بررسی)، پایگاه دانش، سطوح، ابزار، عناصر و عوامل موثر هشدار، موضوع، بازیگران، شبکه هوشمند، مراحل و زمان هشدار؛ که در 4 بُعد مشاهده، تشخیص و جهت‌دهی، تصمیم‌سازی و اقدام به‌دست آمده است. درنهایت، الگوی هشداردهی اطلاعاتی بحران‌های امنیتی، طراحی و موضوع ارزیابی، بازخورد و یادگیری در هر مرحله‌ به ‌مرحله قبل نیز موردتوجه و تاکید قرار گرفته است.

providing a suitable model for informational warning of security crisis

the speed of today’s fast-paced developments, new trends and emerging events has brought many surprises and intelligence failures in different societies. this issue doubles the need to pay attention to warning systems and appropriate warning patterns. therefore, in the current research, various patterns of warning are investigated and by studying documents in this field, beside identifying dimensions, components and indicators of information warning in security crises, the desired pattern of informational warning be obtained. this research is applied, qualitative and based on content analysis method is exploratory. it is done with the participation of 12 experts, elites, managers in the field of information, security, cyber, crisis and electronic war who have managerial and executive scientific records, and with the purposeful sampling method in the target statistical population and with the tools of interview, collection, implementation and analysis the data is done that after coding and matching, adaptation and integration, the following results were obtained: 68 indicators, 13 components and 4 dimensions. the resulting components are: symptoms (perception), awareness (collection), processing, analysis (examination), knowledge base, levels, tools, elements and effective factors of warning, subject, actors, intelligent network, steps and time of warning that have been obtained in 4 dimensions of observation, diagnosis, orientation, decision-making and action. finally, the model of informational warning of security crisis is designed and the subject of evaluation, feedback and learning in each stage to the previous stage have also been considered and emphasized.
