طراحی الگوی راهبردی تامین امنیت ملی در سیاست خارجی جمهوری اسلامی ایران

در ساختار آنارشی حاکم بر نظام بین‌الملل که فاقد اقتدار مرکزی برای جلوگیری از تجاوز می‌باشد، اولین هدف کشورها، حفظ امنیت ملی است. بنابراین، مهم‌ترین هدف سیاست خارجی ج.ا.ایران، تامین امنیت ملی می باشد. هدف از نگارش این مقاله ارائه الگوی راهبردی تامین امنیت ملی در سیاست خارجی با بهره‌گیری از اندیشه‌های امام خمینی(ره) و مقام معظم رهبری«مدظله-العالی»، اسناد بالادستی، تجربیات گذشته و نیز تجربیات سایر کشورها می‌باشد. تحقیق حاضر از نوع کاربردی-توسعه‌ای و باروش تحلیل محتوای کیفی و اکتشافی انجام شده است. نمونه‌گیری به روش هدفمند و قضاوتی- نسبتی می‌باشد. حجم نمونه آماری متشکل از 60 نفر از اساتید و صاحبنظران حوزه امنیت ملی و سیاست خارجی بودند. برای تجزیه و تحلیل دیدگاه‌های امام خمینی(ره) و مقام معظم رهبری«مدظله‌العالی» و نیز استخراج رویکردهای اسناد بالادستی از روش تحلیل محتوا استفاده شد. ابعاد، مولفه‌ها و شاخص‌ها از طریق ابزار داده بنیاد استخراج گردید. بر اساس نتایج تحلیل بیشترین رتبه میانگین تاثیر را بعد فرهنگی و آخرین رتبه بعد محیط زیست بود. الگو به همراه ابعاد و مولفه‌های آن به کمک نرم افزار معادلات ساختاری حداقل مربعات جزئی مورد تحلیل قرار گرفت که شکل اولیه الگو به همراه مقادیر اعداد تاثیر ذکر گردیده است. در نهایت رابطه بین ابعاد، مولفه‌ها و شاخص‌ها احصاء و الگو در6 بعد، 17 مولفه و 82 شاخص(بعد فرهنگی 3 مولفه و16 شاخص، بعد اجتماعی دارای 4 مولفه و16 شاخص، بعد سیاسی 3 مولفه و16 شاخص، بعد اقتصادی 3 مولفه و14 شاخص، بعدنظامی 3 مولفه و13 شاخص و بعد محیط زیست 2 مولفه و7 شاخص) ارائه گردید.

designing a strategic model for providing national security in the foreign policy of the islamic republic of iran

in the anarchic structure ruling the international system, which lacks a central authority to prevent aggression, the first goal of countries is to maintain national security. therefore, the most important goal of the islamic republic of iran''''s foreign policy is to provide national security. the purpose of writing this article is to provide a strategic model for providing national security in foreign policy by using the thoughts of imam khomeini (ra) and the supreme leader madazla-ul-ali, management documents, past experiences and also the experiences of other countries. the current research is of an applied-developmental type and a uses qualitative and exploratory content analysis method. sampling is purposeful and uses judgmental-relative method. the statistical sample consisted of 60 experts and elites in the field of national security and foreign policy. the content analysis method was used to analyze the views of imam khomeini (ra) and the supreme leader madazla-ul-ali and also to extract the approaches of management documents. dimensions, components and indicators were extracted through the data based tool. according to the results of the analysis, the highest rank of the average impact was the cultural dimension and the last rank was the environmental dimension. the pattern along with its dimensions and components were analyzed with the help of partial least squares structural equations software, and the initial shape of the pattern is mentioned along with the values of the impact numbers. finally, the relationship between the dimensions, components and indicators were calculated and pattern was presented in 6 dimensions, 17 components and 82 indicators (cultural dimension has 3 components and 16 indicators, social dimension has 4 components and 16 indicators, political dimension has 3 components and 16 indicators, economic dimension has 3 components and 14 indicators, military dimension has 3 components and 13 indicators and environmental dimension has 2 components and 7 indicators) were presented.
