ارائه خدمات بهینه به جامعه به مثابه پنجمین دلیل وجودی سازمان های اطلاعاتی جمهوری اسلامی ایران

در نگرش غربی چهار دلیل وجودی برای سازمان‌های اطلاعاتی ذکر می‌شود. هدف اصلی پژوهش حاضر ذکر چرایی نارسایی و نقصان رویکرد غربی در معرفی چهار دلیل وجودی سازمان‌های اطلاعاتی و معرفی یک دلیل وجودی دیگر (علاوه بر چهار دلیل وجودی قبلی) می‌باشد. به‌منظور پاسخ‌گویی به پرسش اصلی این پژوهش، مهم‌ترین داده‌های کتابخانه‌ای و وب محور (اینترنتی) با روش توصیفی-تحلیلی مورد بررسی قرارگرفته و به‌منظور آزمون فرضیه از روش مقایسه کیفی بهره گرفته می‌شود. در این پژوهش نگرش غربی به دلایل وجودی سازمان‌های اطلاعاتی به‌عنوان چارچوب نظری انتخاب‌شده است. اگرچه دلایل نارسایی این رویکرد از حیث معرفت‌شناختی مورد تدقیق قرار می‌گیرد؛ بنابراین این پژوهش در پی پاسخ به این سوال اصلی که «کدام دلیل وجودی می‌تواند هویت متمایز و متفاوتی برای سازمان‌های اطلاعاتی جمهوری اسلامی ایران نسبت به سازمان‌های اطلاعاتی غربی ایجاد نماید؟» این فرضیه را ارائه می‌دهد که «به دلیل استیلای رویکرد معرفت‌شناسی پوزیتیویستی(اثبات‌گرایانه) در غرب (بالاخص ایالات‌متحده و بریتانیا) هدف اصلی سازمان‌های اطلاعاتی غربی مفهوم کلیدی «کنترل» می‌باشد که در چهار دلیل وجودی مطرح‌شده تجلی می‌یابد. با بهره‌گیری از معرفت‌شناسی اسلام تاکید بر وحی در کنار عقل و حس جهت شناخت کامل هستی)، مبنا قرار دادن احادیث نبی مکرم اسلام (ص) در تحسین خدمت به مردم از یک‌سو و پذیرش تعریف سه وجهی از اطلاعات (اطلاعات به ‌مثابه: 1. محصول و 2. فعالیت‌ و 3. سازمان‌ از دگر سو، مولفه دیگری با عنوان کمک به ساختار سیاسی در راستای ارائه خدمات بهینه به جامعه و ایجاد رضایت در مردم به‌واسطه تاثیرگذاری مثبت بر سیاست‌گذاران و ساختارها (بدون دخالت در امور اجرایی) به‌عنوان پنجمین دلیل وجودی سازمان‌های اطلاعاتی جمهوری اسلامی ایران معرفی می‌گردد.» نتایج تحقیق نشان می‌دهد که در این راستا 9 اقدام موثر می‌تواند از سوی سازمان‌های اطلاعاتی جمهوری اسلامی ایران دنبال گردد (بدون دخالت در امور اجرایی) که با استفاده از روش مقایسه کیفی نشان داده می‌شود که این 9 اقدام، متفاوت از چهار دلیل وجودی سازمان‌های اطلاعاتی از منظر غربی‌ها هستند.

providing optimal services to the society as the fifth reason for the existence of intelligence organizations of the islamic republic of iran

in the western view, four reasons for the existence of intelligence organizations are mentioned. the main purpose of the current research is to mention the reason for the inadequacy and shortcoming of the western approach in introducing the four reasons for the existence of intelligence organizations and introducing another reason for existence (in addition to the previous four reasons for existence). in order to answer the main question of this research, the most important library and web-based (internet) data are examined with descriptive-analytical method and qualitative comparison method is used to test the hypothesis. in this research, the western approach to the reasons for the existence of intelligence organizations has been chosen as the theoretical framework. although the reasons for the failure of this approach are scrutinized in terms of epistemology. therefore, this research seeks to answer the main question that “which reason for existence can create a distinct and different identity for the intelligence organizations of the islamic republic of iran compared to western intelligence organizations?” it presents the hypothesis that “due to the dominance of the positivist epistemological approach in the west (especially the united states and the united kingdom), the main goal of western intelligence organizations is the key concept of “control”, which is manifested in the four reasons for existence. by using islamic epistemology (emphasis on revelation along with reason and sense to fully understand existence), basing the hadiths of the holy prophet of islam (pbuh) on praising service to people on the one hand and accepting a three-dimensional definition of information (information to for example: 1) product, 2) activity and 3) organization) on the other hand, another component called helping the political structure in order to provide optimal services to the society and create satisfaction in the people through positive influence on policy makers and structures (without interfering in executive affairs) is introduced as the fifth reason for the existence of intelligence organizations of the islamic republic of iran. the results of the research show that in this direction, nine effective measures can be followed by the intelligence organizations of the islamic republic of iran (without interfering in executive affairs), which is shown by using the qualitative comparison method that these nine measures are different from the four the reason for the existence of intelligence organizations is from the point of view of westerners.
