الگوی راهبردی مدیریت یکپارچه پیشگیری و مقابله با جرائم سایبری در جمهوری اسلامی ایران

امروزه در کنار فرصتها و قابلیتهای ایجادشده در زیستبوم سایبری کشور، سرمایههای سایبری موجود در معرض تهدیدها، آسیبها و مخاطرات هستند. در این راستا، اقدام پیشگیرانه و مقابلهای با تهدیدها و آسیبها و جرائم سایبری مستلزم برنامهریزی ملی، فراسازمانی و فرابخشی است. این تحقیق با هدف تبیین و دستیابی به الگوی راهبردی مدیریت یکپارچه پیشگیری و مقابله با جرائم سایبری در جمهوری اسالمی ایران انجام شده است. این پژوهش از نوع تحقیقات کاربردیتوسعهای و تبیینی و از نظر روش، آمیخته و ترکیبی است. جامعه آماری این پژوهش را خبرگان حوزه سایبر به تعداد 70 نفر تشکیل میدهند. ابزار گردآوری در گام اول بر مبنای روش کیفی بوده است که بعد از پیادهکردن مصاحبه 14 نفر از خبرگان در شش محور، کدگذاری باز بر روی متون مصاحبهها انجام شده و بر اساس مقولههای بخش کیفی، پرسشنامه محققساخته تدوین گردیده است. برای تجزیه و تحلیل دادهها از نرمافزارهای spss و smartpls استفاده شد. با بررسی برازش اندازهگیری مدل از طریق سنجش پایایی(آلفای کرونباخ، پایایی ترکیبی و بارهای عاملی) و روایی واگرا و همگرا ارزیابی شد که از وضعیت مناسبی برخوردار بود. برازش ساختاری مدل از طریق محاسبه ضرایب معناداری z مقادیر(values-t)،معیارr2( ضریب تعیین) و معیار q2 ارزیابی شد که از وضعیت مناسب و قوی برخوردار بود. با استفاده از نتایج برازشهای فوق، برازش کلی مدل نیز محاسبه شد که مقدار آن 508 .0 بود و چون بزرگتر از 36. 0 بود، برازش کلی مدل، قوی ارزیابی شد و امکان بررسی ارزیابی و تایید مدل ترسیمشده در این پژوهش فراهم گردید

Strategic model of integrated management of preventing and combating cybercrime in the Islamic republic of Iran

Today, in addition to the opportunities and capabilities created in the Iran's cyber ecosystem, existing cyber resources are exposed to threats, damages and risks. In this regard, preventive measures and confrontation with threats, harms and cybercrime requires national, extraorganizational and extrasectoral planning. The purpose of this study is to explain and achieve a strategic model of integrated management of prevention and combating cybercrime in the Islamic republic of Iran. This is an applied – developmental study that employs mixed method. The statistical population of this study consists of 70 cyber experts. In the first step, the collection tool was based on the qualitative method that after implementing the interview of 14 experts in six axes, open coding was executed on the texts of the interviews and based on the categories of the qualitative section; a researchermade questionnaire was developed. SPSS and SmartPLS software were utilized to analyze the data. By examining the fit of the model through the assessment of reliability (cronbach's alpha, composite reliability and factor loading) and divergent and convergent validity evaluated and was in a good condition. The structural fit of the model was evaluated by calculating the coefficients significance of Z, tstatistic values, criterion R2 (coefficient of determination) and Q2 criterion, which had a suitable and strong condition. By utilizing the results of the above fits, the overall fit of the model was calculated which was 0.508 and because it was greater than 0.36, the overall fit of the model was considered strong and this process made possible to evaluate and confirm the model that is drawn in this study.
