طراحی مدل معماری دیپلماسی پنهان در سازمانهای اطلاعاتی دانا

دیپلماسی پنهان به‌عنوان پیشران سیاست خارجی، قابلیت شناسایی و انتقال داده‌ها را برای تغییر در مناسبات در زمین بازی فراهم می‌نماید. شناسایی بازیگران، برتری داده‌های اطلاعاتی و مدیریت ادراک از مزیت‌های اصلی این نوع دیپلماسی است. ویژگی‌های خاص صحنهٔ نبرد و تنوع شگردهای به‌کاررفته در میدان دیپلماسی باعث شده تا سازمان‌های اطلاعاتی در دنیا برای تحقق منافع ملی از این اهرم استفاده نمایند. از الزامات به‌کارگیری دیپلماسی پنهان در جوامع اسلامی، توجه به مقولهٔ معرفت و ایجاد معماری حکمت پایه است که بر اساس آن، همهٔ اجزا و روابط بین آن‌ها در قالب مولفه‌های امنیت و حکمت تعریف شوند.سوال اصلی این پژوهش این است که چگونه می‌توان مدل معماری دیپلماسی پنهان را در سازمان‌های اطلاعاتی دانا صورت‌بندی نمود. بر همین اساس، این پژوهش با هدف تولید ادبیات اطلاعاتی در حوزهٔ دیپلماسی پنهان و کاهش هزینه‌های امنیتی و متقابلاً باور و اعتماد به نقش مشورتی سازمان‌های اطلاعاتی در عرصهٔ سیاست خارجی و نظام تصمیم‌سازی کشور انجام شده است. تحقیق حاضر از نوع کاربردی به روش تحلیل زمینه‌ای با رویکرد اکتشافی است. داده‌های کیفی این تحقیق از مطالعهٔ منابع و پژوهش‌های علمی و با استفاده از نظرات جامعهٔ نمونه، با شیوهٔ مصاحبه و تحلیل در نرم‌افزار «مکس‌کیودا 2020» به دست آمده است. کارشناسان و مدیران عالی حوزهٔ دفاعی و اطلاعاتی، جامعه نمونه این جستار هستند که با دیپلماسی پنهان آشنایی کامل دارند. نتایج تحقیق نشان می‌دهد که دیپلماسی پنهان در محیط آشوبناک منطقه‌ای و بین‌المللی، عملکرد مطلوبی را در کمک به سیاست خارجی با انتخاب عقلانی به‌همراه دارد. همچنین نشان داد که لایه‌های اصلی معماری دیپلماسی پنهان با سازوکار بهینه، منجر به حکمرانی داده‌های اطلاعاتی می‌شود؛ با ساخت‌وساز مناسب منجر به دارایی‌های راهبردی سازمان اطلاعاتی می‌شود؛ و با مبنای معرفتی حکمت که همان جلب منافع و دفع مضار با حفظ مصالح ملی است، در راستای امنیت ملی شکل می‌گیرد.

Designing the architecture model of hidden diplomacy in Wise intelligence Organizations

AbstractHidden diplomacy, as the driver of foreign policy, provides the ability to identify and transfer data to change the relationships on the playground. Identification of actors, intelligence data superiority and perception management are the main advantages of this type of diplomacy. The special features of the battle scene and the variety of tactics utilized in the field of diplomacy have led the world's intelligence organizations to utilize this leverage to achieve their national interests. One of the requirements for utilizing hidden diplomacy in Islamic societies is to concentrate on the category of knowledge and create a wisdombased architecture, that according to it, all the components and relations between them should be defined in the form of security and wisdom components. The main question of this study is how the architecture model of hidden diplomacy can be categorized in the Wise intelligence Organizations?. Accordingly, this study is conducted with the purpose of producing intelligence literature in the field of hidden diplomacy and reducing intelligence costs and reciprocally, increasing trust and confidence in the advisory role of intelligence organizations in the field of foreign policy and decisionmaking system. This is an applied study that employs background analysis method with an exploratory approach. Qualitative data of this research are extracted with studying scientific sources and researches and utilizing the opinions of the statistical population, by interviewing and analyzing it in MAXQDA 2020 software. The statistical population of this study includes top experts and managers in the field of defense and intelligence that are well acquainted with hidden diplomacy. The study results show that hidden diplomacy in a turbulent regional and international environment, with rational choice, has a favorable performance in aiding foreign policy. It also showed that the main layers of hidden diplomacy architecture with optimal mechanism leads to data governance; with proper construction, it leads to the creation of strategic assets of intelligence organization, and with an epistemological basis, wisdom, which is the pursuit of interests and the elimination of harm with preserving national interests, is formed in the direction of national security.
