الگوی مطلوب مسئله‌یابی در فرایند سیاست‌گذاری شورای عالی امنیت ملی ج.ا.ایران

سیاست‌گذاری حاصل تعامل پیچیدۀ بین افراد، نهادها، ایده‌ها و منافع است. سیاست‌گذاری در شورای عالی امنیت ملّی ج.ا.ایران بر مبنای موضوعاتی است که برای بخش یا بخش‌هایی از جامعه مشکل امنیتی ایجاد می‌کند. ازاین‌رو، شناخت صحیح مسئله، نقش اساسی در شروع فرایند سیاست‌گذاری دارد، چراکه هر گام نادرست، زنجیره ای از اشتباهات بعدی را به دنبال می آورد که خود نیازمند سیاست گذاری جدید برای بازگرداندن وضعیت به حالت اولیه است. این پژوهش با هدف ارائۀ الگوی مطلوب مسئله‌یابی در فرایند سیاست‌گذاری انجام شد. پژوهشگران در پی پاسخ به این سوال که «الگوی مطلوب مسئله یابی در فرایند سیاست گذاری شورای عالی امنیت ملّیچیست؟»، با بهره گیری از جامعۀ خبرگی به تعداد 18 نفر و انجام مصاحبه هدفمند کیفی، به استخراج نکات کلیدی و متغیرهای مهم مسئله‌یابی در فرایند سیاست‌گذاری شورا مبادرت نموده و سپس با دسته‌بندی و برقراری روابط بین متغیرها با استفاده از روش تحلیل محتوا و همبستگی، فرایند اصلی سیاست‌گذاری در مرحلۀ «شناخت مسئله» را احصا و ارائه نموده اند. نتایج پژوهش نشان می دهد که الگوی مطلوب مسئله‌یابی شامل پنج مولفۀ احساس وجود مسئله، کالبد‌شکافی مسئله، محک مسئله با تراز مسائل ملّی، پردازش مدیریتی مسئلۀ امنیت ملّی و آماده‌سازی مسئله برای ورود به دستور کار سیاست‌گذاری است.

The optimal pattern of problem finding in the policymaking process of the high council of the national security of the Islamic Republic of Iran

Policymaking is the result of complex interactions among individuals, institutions, ideas, and interests. Policymaking the high council of the national security of the Islamic Republic of Iran is based on the issues that create security problems for a section or sections of society. Therefore, the proper understanding of the problem plays a key role in initiating the policymaking process, as each wrong step leads to a series of subsequent errors that require a new policy to restore the situation to its original state. This research was conducted with the aim of providing a favorable model for problem finding in the policymaking process. Researchers seek to answer the question that; what is the optimal problemsolving model in the policymaking process of the high council of the national security? The researchers, by using the expert community of 18 people and conducting purposeful quality interviews, extracted key points and important variables of problem solving in the policymaking process of the council and then, by classifying and establishing relationships between variables using content analysis and correlation methods, calculated and presented the main policymaking process in the problem recognition stage.The research results show that the optimal problemsolving model includes five components: the feeling of the problem existence, dissection of the problem, testing the problem with the level of national issues, management process of the national security issue and preparing the issue to enter the policy making agenda.
