واکاوی علل و زمینه‌های مشکلات معیشتی مردم آذربایجان بر اساس اسناد هیئت تفتیشیه (سال‌های 1309 تا 1312 ش)

اسناد هیئت تفتیشیه (سال‌های 1309 تا 1312 ش) یکی از مهمترین مجموعه های ارزشمندی است که می توان بر اساس آن مشکلات معیشتی مردم آذربایجان در دوره پهلوی اول را بررسی نمود. اگر چه تصور بر این است که جامعه ایران در دوره پهلوی اول شاهد رشد تشکیلات اداری، زیرساخت‌های آموزشی و بهداشتی و امنیت داخلی بود، بااین‌حال شواهد موجود حاکی از تداوم مشکلات معیشتی گوناگون است. هدف پژوهش حاضر بررسی علل و زمینه‌های مشکلات معیشتی در آذربایجان طی سال‌های 1309 تا 1312 ش بر اساس گزارش‌های منتشرنشده مدیران مدارس و روسای معارف آذربایجان خطاب به هیئت تفتیشیه مملکتی در بازه زمانی فوق است. پرسش این است که به‌رغم اصلاحات معطوف به نوسازی در زمینه اقتصادی، علّت تداوم مشکلات معیشتی مردم در این دوره چه بود؟ به علّت گستردگی جغرافیایی که مطالعه در مورد کل کشور را در چارچوب یک مقاله ناممکن می‌سازد این بررسی بر آذربایجان متمرکز است. روش مطالعه توصیفی تحلیلی و گردآوری داده‌ها با تکیه‌بر اسناد هیئت تفتیشیه مملکتی است. نتایج این بررسی حاکی از تاثیرات منفی عواملی همچون گرانی مایحتاج عمومی، دلالی، فشار مالیات و عوارض، قاچاق، و افول صنایع بومی بر معیشت مردم در این دوره است.

analyzing the causes and contexts factors and areas of people’s livelihood problems in azerbaijan based on the documents of the inspection board (1309- 1312 a.h.)

the documents of the inspection board (years 1309 to 1312 a.h.) are one of the most important and valuable collections that can be used to analyze the livelihood problems of the people of azerbaijan during the first pahlavi period. although it is believed that the iranian society witnessed the growth of administrative organizations, educational and health infrastructures and internal security during the first pahlavi period, however, the available evidence indicates the continuation of various livelihood problems. the purpose of the current research is to investigate the causes and contexts of livelihood problems in azerbaijan during the years 1309 to 1312 based on the unpublished reports of the school principals and heads of education of azerbaijan addressed to the state inspection board in the above period. the question is, despite the reforms aimed at modernization in the economic field, what was the reason for the continuation of people’s livelihood problems during this period? due to the geographical extent that makes it impossible to study the whole country within the framework of one article, this review is focused on azerbaijan. the method of descriptive analytical study and data collection is based on the documents of the state inspection board. the results of this survey indicate the negative effects of factors such as the high cost of public necessities, brokering, the pressure of taxes and duties, smuggling, and the decline of local industries on people’s livelihood in this period.
