تاثیر سامانه‌های هوشمند در مدیریت بحران‌های طبیعی (موردمطالعه: ترابری هوشمند یک سازمان نظامی - انتظامی در سناریوی زلزله تهران)

زمینه و هدف: انجام پژوهش های مستمر در حوزه های بحران و بلایا یکی از راه های توسعه علم مدیریت بحران است. در بین بلایای طبیعی گوناگون ازجمله زلزله که ایران را تهدید می کنند، آماد و پشتیبانی به‌عنوان یکی از مهم‌ترین عوامل پایش بحران مطرح است. از طرفی آماد و پشتیبانی در بحران به دو بخش اصلی پشتیبانی قوی و ترابری قابل‌تقسیم است؛ لذا هدف این پژوهش بررسی تاثیر ترابری هوشمند در مدیریت بحران است. در این پژوهش کوشش شده است چگونگی تاثیر سامانه ترابری هوشمند در کاهش و پایش اثرات زلزله یک سازمان نظامی - انتظامی در کلان‌شهر تهران بررسی شود.روش: این پژوهش ازنظر هدف در حوزه پژوهش‌های اکتشافی و کاربردی، از منظر فرایند اجرا، کیفی و از منظر نوع استدلال، استقرایی است. پس از مطالعه کتابخانه ای و تهیه ادبیات نظری برای جمع‌آوری اطلاعات میدانی از مصاحبه نیمه ساختاریافته استفاده‌شده است. جامعه خبرگی پژوهش حاضر متشکل از 18 نفر از افراد خبره در زمینه‌های هوشمند سازی، پدافند غیرعامل و ترابری بوده است. جهت انتخاب خبرگان از روش گلوله برفی و برای تجزیه‌وتحلیل مصاحبه‌ها از روش تحلیل مضمون استفاده شد. بدین منظور، متن مصاحبه‌ها کدگذاری شده و با استفاده از نرم‌افزار مکس کیودا[1] نسخه 2020 تحلیل شدند.یافته‌ها: برای هریک از کدها یک برچسب انتخاب و سپس مضامین فرعی که بیشترین قرابت مفهومی را نسبت به هم داشتند کنار هم قرار داده و به خلق معانی و واژه‌های مناسب پرداخته شد. به عبارتی مضامین فرعی در قالب مضامین اصلی دسته‌بندی شدند. مبتنی بر کدگذاری‌های انجام‌شده، شاخص‌ها و مولفه‌ها در قالب مدل مفهومی به‌صورت شبکه مضامین ارائه‌شده است.نتیجه‌گیری: بر اساس نتایج به‌دست‌آمده ترابری هوشمند به‌عنوان تمرکز اصلی پژوهش با به‌کارگیری انسان‌های هوشمند، تجهیزات هوشمند و فرایندهای هوشمند می‌تواند در مدیریت بحران‌های طبیعی به‌طور خاص مورد مطالعاتی این پژوهش یعنی سناریو تهران در یک سازمان نظامی – انتظامی، پس از زلزله نقش پررنگی را بازی کند. 

the effect of intelligent systems in the management of natural crisescase study: smart transportation in tehran earthquake scenario

background and purpose: conducting continuous research in the areas of crises and disasters is one of the ways to develop the science of crisis management. among various natural disasters such as earthquakes that threaten iran, logistics is considered as one of the most important factors of crisis control. on the other hand, logistics in crisis can be divided into two main parts: strong support and transportation. therefore, the purpose of this research is to investigate the impact of intelligent transportation in crisis management. in this research, an attempt has been made to investigate the impact of the intelligent transportation system in reducing and controlling the effects of earthquakes in tehran.method: this research is qualitative in terms of its purpose in the field of exploratory and applied research, in terms of the implementation process, and inductive in terms of the type of reasoning. after library study and theoretical literature collection, semi-structured interviews were used to collect field information. the expert community of the current research consisted of 18 experts in the fields of intelligence, passive defense and transportation. the snowball method was used to select experts and thematic analysis method was used to analyze the interviews. for this purpose, the text of the interviews was coded and analyzed using maxquda 2020 software.findings: for each of the codes, a label was selected and then the sub-topics that had the most conceptual affinity were put together and appropriate meanings and words were created. in other words, the sub-themes were classified in the format of the main ones. based on the done coding, indicators and components are presented in the form of a conceptual model in the form of a network of themes.conclusion: based on the results obtained, smart transportation as the focus of research by using smart people, smart equipment and smart processes can play a vital role in natural crisis management.
