شناسایی و اولویت بندی مولفه ها و شاخص های آماد و پشتیبانی نظامی انتظامی در جنگ‌های آینده

زمینه و هدف: هدف اصلی پژوهش حاضرتبیین مهم‌ترین مولفه ها وشاخص های آماد و پشتیبانی نظامی انتظامی درجنگ های آینده می باشد، بنابراین درزمان صلح باید به طور دقیق به آن ها پرداخته شود تا در مولفه ها و شاخص هایی که کمترموردتوجه قرارگرفته اند اقدامات لازم انجام گردد. روش: پژوهش کنونی یک پژوهش آمیخته (کیفی-کمی) بوده و به لحاظ هدف، کاربردی است.. با استفاده از مصاحبه نیمه ساختار یافته اطلاعات اولیه توسط 40 نفر از نخبگان بدست آمد، سپس با استفاده از این اطلاعات دو پرسشنامه محقق ساخته طراحی گردید. درپرسشنامه اول مولفه ها و شاخص ها بصورت کلی توسط 40 نفراز نخبگان درحوزه های آماد و پشتیبانی نیروهای نظامی و انتظامی وجنگ های آینده انتخاب شدند. در پرسشنامه دوم مهم‌ترین مولفه ها و شاخص ها توسط 25 نفر از نخبگان مشخص گردید، درمرحله سوم که مستخرج از نظرات نخبگان درپرسشنامه دوم بوده با استفاده ازنرم افزار اکسپرت چویس مقایسه زوجی مقادیر بصورت کمی بین مولفه ها و شاخص ها انجام گرفته و در نهایت اولویت بندی شده است. یافته‌ها: از پرسشنامه دوم 6 مولفه و 33 شاخص بدست آمد، مقایسه زوجی بین 6 مولفه با نرم افزار انجام گردید ودر انتها با توجه به اعداد بدست آمده اولویت هریک مشخص شد، مولفه ها عبارتند از: فرماندهی پویا، هوشمندی، هدف مند بودن سامانه ها، آمادگی و نوشوندگی مستمر، کیفیت اقلام و خدمات، خلاقیت در عملکرد بر مبنای علم و فناوری. درمرحله بعد مقایسه زوجی بین 33 شاخص انجام گردید ودرنتیجه با توجه به اعداد بدست آمده برای هر مولفه یک شاخص تعیین و اولویت بندی لازم انجام شده است. نتیجه گیری: نتایج این پژوهش، تحلیل مناسبی را به مدیران نظامی و انتظامی کشورجهت بدست آوردن نقشه راه جنگ‌های آینده ارائه خواهد داد. با استفاده از این پژوهش اولویت دارترین مولفه ها و شاخص های آمادی که باید به آن‌ها در زمان صلح توجه ویژه‌ای داشت، پرداخته شده است.

background and purpose: the main goal of the current research is to explain the important components and indicators of logistics and support deputy in future wars, so it should be carefully addressed in peacetime so that the components and indicators that are less noticed should be done.method: the previous research was mixed research (qualitative-quantitative) and it is practical in terms of its purpose. in the first questionnaire, the components and indicators were selected by 40 elites in the fields of preparation and support for future wars. twenty-five elite people have determined the second important questionnaire of components and indicators in the third stage, which was extracted from the opinions of the elites in the second questionnaire, using the express choice software, a quantitative internal pairwise comparison between the components and indicators was carried out and finally it is graded.findings: the second questionnaire had six components and thirty-three were obtained, the paired comparison of six components was done with the software and the results were determined according to the numbers between each, the components are dynamic command, intelligence, purposefulness of systems, readiness. in addition, continuous freshness, quality of items and services, creativity in performance based on science and technology. in the next step, a pairwise comparison was made between 33 indicators, and as a result, according to the results, one characteristic and necessary prioritization has been done for each component.conclusion: the results of this research will provide the appropriate analysis to the country’s military managers in order to obtain a road map for future wars. this research is about the most prioritized components and indicators of logistics and support, which need special attention during peace.
