بررسی موانع و مشکلات به ‌کارگیری ترابری چندوجهی جاده - ریل در حوزه نظامی- انتظامی و ارائه راه‌کارها (مطالعه موردی: مسیر بندرعباس – مشهد برای حمل محموله‌های نظامی- انتظامی)

زمینه و هدف: هدف از این پژوهش، بررسی موانع و مشکلات به‌کارگیری ترابری چندوجهی جاده -ریل در جابه‌جایی بار و محموله‌های نظامی یک نیرو و ارائه راه‌کارهای کاهش این موانع و مشکلات است.روش: تحقیق حاضر، از نوع ترکیبی است. جامعه آماری تحقیق شامل مدیران ارشد آماد و پشتیبانی و خبرگان ترابری و تحرک در سازمان موردمطالعه هستند. در این پژوهش، ابتدا از طریق مطالعات کتابخانه‌ای و نیز مصاحبه با خبرگان آماد و پشتیبانی و استادان دانشگاه، معیارها و زیرمعیارهای اولیه در موانع و مشکلات به‌کارگیری ترابری چندوجهی جاده-ریل استخراج شد و پرسش‌نامه‌های تحقیق تدوین شد. سپس این پرسشنامه‌ها بین خبرگان تحقیق توزیع شد. برای تعیین روایی پرسش‌نامه از ضریب لاوشه استفاده شد و برای بررسی پایایی پرسش‌نامه از ضریب آلفای کرونباخ استفاده شد. برای تعیین اهمیت یا وزن این معیارها و زیرمعیارها، از روش بهترین- بدترین که رویکردی نوین در نظریه تصمیم‌گیری چند معیاری است، استفاده شد.یافته‌ها: برای تحقق هدف پژوهش، 41 زیرمعیار شناسایی شد و در قالب چهار معیار اصلی شامل موانع زیرساختی، موانع ایمنی و اقدامات تامینی، موانع مدیریتی و فنی و موانع مالی دسته‌بندی شد. در تحقیق میدانی اول، روایی و پایایی معیارها و زیرمعیارهای تحقیق اثبات شد و نیز بهترین (پراهمیت‌ترین) و بدترین (کم‌اهمیت‌ترین) معیار و زیرمعیار در موانع و مشکلات به‌کارگیری ترابری چندوجهی جاده-ریل در جابه‌جایی بار و محموله‌های نظامی احصا شد. همچنین در تحقیق میدانی دوم، اهمیت یا وزن این معیارها و زیرمعیارها، به روش تصمیم‌گیری بهترین- بدترین، تعیین شد.نتیجه‌گیری: نتایج پژوهش نشان داد که معیار اصلی موانع زیرساختی بیشترین تاثیر را در به‌کارگیری ترابری چندوجهی جاده-ریل برای جابه‌جایی بار و محموله‌های نظامی – انتظامی دارد. همچنین معیارهای اصلی موانع مدیریتی و فنی، موانع ایمنی و اقدامات تامینی و موانع مالی در اولویت‌های بعدی قرار دارند. 

survey the barriers and problems of using multimodal road -rail transportation in the field of military police and to provide solutions (case study: route bandar abbas - mashhad to carry military cargo)

background and purpose: the purpose  this research is  survey the barriers and problems of using road-rail multimodal transportation in moving cargo and military cargo of a militia and to provide solutions to reduce these barriers and problems.method: this current research is from mixed/combined kind using questionnaires. the statistical population of the research includes the senior managers of logistics, support, transportation, and mobility experts of the organization. in this research, firstly, through library studies and interviews with logistics and support experts and university professors, primary criteria and sub-criteria of barriers and problems of using road-rail multimodal transportation were extracted, and research questionnaires were compiled. then these questionnaires were distributed among research experts. to determine the validity of the questionnaire, lawshe formula was used, and to check the reliability the questionnaire, cronbach’s alpha coefficient was used. to determine the importance of these criteria and sub-criteria, the best-worst (bwm) method, which is a new approach in multi-criteria decision-making theory, was used.findings: in order to fulfill the purpose of the research, 41 sub-criteria were identified and categorized in four main criteria including infrastructural barriers, safety and security actions barriers, managerial and technical barriers and financial barriers. in the first field research, validity and reliability of research criteria and sub-criteria were proved, and the best (most important) and worst (least important) criteria and sub-criteria in the barriers and problems using road-rail multimodal transportation in movement of cargo and military cargoes were calculated. in addition, in the second field research, the importance of these criteria and sub-criteria was determined by the best-worst decision-making method (bwm).conclusion: the results of research showed that main criterion infrastructural obstacles has the greatest effect on the use of road-rail multimodal transportation for moving cargo and military cargo. also, the main criteria management and technical obstacles, safety and security actions barriers and financial obstacles are the next priorities.
