طراحی مدل الزامات لجستیک یکپارچه سازمان ‌های دفاعی

زمینه و هدف: این پژوهش با هدف شناسایی و اولویت‌بندی الزامات لجستیک یکپارچه سازمان‌های دفاعی در سال 1402 انجام پذیرفت و به دنبال ارائه راهکاری برای اجرا و پیاده‌سازی لجستیک یکپارچه در سطح نیروهای مسلح است.روش: این پژوهش از نوع کاربردی و ازنظر ماهیت توصیفی-پیمایشی و اکتشافی است. پس از مرور منابع مطالعاتی و پیشینه‌های پژوهشی معتبر و مرتبط ، حوزه‌های مختلف یکپارچه‌سازی لجستیک و الزامات آن‌ها شناسایی شدند و سپس از طریق مصاحبه نیمه ساختاریافته و نظرسنجی از تعدادی از خبرگان، ضمن تائید نسبت به کاهش الزامات از 37 به 29 عدد، پرسشنامه‌ای محقق ساخته طراحی و تدوین‌شده است. نمونه آماری این پژوهش تعداد 20 از مدیران، فرماندهان و استادان حوزه لجستیک هستند که به‌صورت هدفمند و بر اساس سابقه فعالیت، تخصص در حوزه علمی انتخاب‌شده‌اند. در مرحله کمی پژوهش نیز داده‌های به‌دست‌آمده از تعداد 13 پاسخ خبرگان توسط نرم‌افزار دیمتل و اکسل مورد ارزیابی و اولویت‌بندی قرار گرفتند.یافته‌ها: بر اساس اطلاعات به‌دست‌آمده تعداد شش حوزه و 29 الزام جهت اجرا و پیاده‌سازی لجستیک یکپارچه شناسایی شد، که به ترتیب اول)هوشمند سازی، دوم)مجازی‌سازی، سوم)شبکه‌سازی، چهارم)چابک‌سازی، پنجم)ناب‌سازی و ششم)پویایی اولویت‌بندی شدند. برای برخورداری از یک لجستیک یکپارچه باید ترکیبی از انواع لجستیک مورداستفاده و اجرا قرار گیرد.نتیجه‌گیری: طبق نتایج به‌دست‌آمده اولویت اول هوشمندسازی است که باید با ایجاد کارگروهی نسبت به طراحی، ساخت و تهیه برنامه و زیر‌ساخت‌های موردنیاز پیش از هر چیزی اقدام گردد و سپس نسبت به مجازی شدن اقدامات و کنترل و نظارت و ایجاد شبکه و ارتباط بین تمام ابعاد سازمان صورت پذیرد. در مرحله بعدی باید نسبت به بازطراحی دستورالعمل‌ها، طرح‌ها و ارتقاء آموزش‌ها و بهره‌گیری بیشتر اقدام گردد.

background and purpose: this research was conducted with the aim of identifying and prioritizing the integrated logistics requirements of defense organizations in 1402 and seeks to provide a solution for the implementation of integrated logistics at the level of the armed forces.method: this research is applied and descriptive-survey and exploratory in nature. after reviewing the study sources as well as valid and relevant research backgrounds, different areas of logistics integration and their requirements were identified, and then through semi-structured interviews and a survey of a number of experts, while confirming the reduction of requirements from 37 to 29, a researcher-made questionnaire was designed and compiled. the statistical sample of this research is the number of 20 managers, commanders and professors in the field of logistics, who were selected purposefully and based on their experience and expertise in the scientific field. in the quantitative phase of the research, the data, obtained from 13 experts’ responses, were evaluated and prioritized by dimtel solver and excel software.findings: based on the obtained information, 6 areas and 29 requirements were identified for the implementation of integrated logistics, which were prioritized as 1- intelligent transformation 2- virtualization, 3- networking, 4- agility, 5- cleanliness, and 6- dynamism. in order to have an integrated logistics, a combination of logistics types should be used and implemented.conclusion: according to the obtained results, the first priority is to cause intelligence transformation, which should be done by creating a working group regarding the design, construction and preparation of the required program and infrastructure before anything else, and then regarding the virtualization of actions, control, monitoring, the creation of a network, and communication between all dimensions should be made. in the next step, it is necessary to redesign the instructions, plans, and upgrade the trainings and make more use of them.
