الگوی مطلوب تامین مالی زنجیره تامین صنعت دفاع ایران بر اساس تکنیک تصمیم‌گیری بهترین- بدترین

زمینه و هدف: یکی از چالش‌های اصلی از صنایع تامین منابع مالی است. این موضوع  در صنایع دولتی ازجمله صنعت دفاع با توجه به محدودیت‌های بودجه‌ای که در سال‌های اخیر به‌طور خاص پیش‌آمده، این چالش‌ها را دوچندان نموده است. از طرفی تقویت بنیه دفاعی کشور منوط به تامین اقلام دفاعی جدید و نوآورانه است و توسعه صنعت دفاع نیز منوط به تامین منابع مالی پایدار است. تامین مالی زنجیره‌ای یک رویکرد خلاقانه است که شرکت‌ها جهت تخصیص منابع مالی و بهینه‌سازی جریان‌های مالی در زنجیره تامین از آن استفاده می‌کنند. این رویکرد کاهش هزینه‌ها، افزایش سودآوری و کارایی هرچه بیشتر سازمان را به دنبال دارد.روش: در این تحقیق ابتدا الگوها و ابزارهای تامین مالی دفاعی در کشور و مطالعه تطبیقی آن با کشورهای برتر دفاعی جهان صورت گرفت و سپس با خبرگان مصاحبه شد و با اجرای روش دلفی و آزمون دوجمله‌ای و آزمون تی تک نمونه‌ای روش‌های تامین مالی تائید شدند سپس روش‌های تائید شده با استفاده از تکنیک تصمیم‌گیری چندمعیاره بهترین- بدترین رتبه‌بندی و انتخاب گردیدند.یافته‌ها: روش‌های سرمایه‌گذاری از محل مشارکت با بخش خصوصی و برون‌سپاری، افزایش درآمدها از طریق توسعه بازار و صادرات تسلیحات و محصولات نظامی، افزایش درآمدها از طریق متنوع سازی محصولات و دومنظوره سازی، کاهش هزینه‌ها از طریق بازطراحی تحقیقات و نوآوری با ارتباط موثر با دانش‌بنیان‌ها، مولدسازی دارایی‌های غیرمولد (فروش یا اجاره دارایی‌های مازاد و تبدیل آن به دارایی دارای بازده) به ترتیب اولویت اول تا پنجم خبرگان جهت تامین منابع مالی از فعالیت‌های عملیاتی، سرمایه‌گذاری و تامین مالی هستند.

the suitable pattern of financing supply chain of iran’s defense industry

background and objective: one of the main challenges of the industry is the provision of financial resources. this issue has doubled these challenges in government industries, including the defense industry, due to the budget restrictions that have occurred in recent years. on the other hand, strengthening the country’s defense base depends on the provision of new and innovative defense items, and the development of the defense industry depends on the provision of stable financial resources. chain financing is a creative approach that companies use to allocate financial resources and optimize financial flows in the supply chain. this approach aims to reduce costs, increase profitability and efficiency of the organization as much as possible.method: in this research, first, the models and tools of defense financing in the country and its comparative study with the top defense countries of the world were conducted, and then interviews were conducted with experts, and then by implementing the delphi method, binomial test, and one-sample t-test, financing methods were confirmed. then the approved methods were ranked and selected using the best-worst multi-criteria decision-making technique.findings: investment methods from partnership with the private sector and outsourcing, increasing revenues through market development and exporting weapons and military products, increasing revenues through product diversification and dual-purpose, reducing costs through redesigning research and innovation with effective communication with knowledge bases, production of non-productive assets (sale or lease of extra assets and turning them into profitable assets) are respectively the five priorities of experts to provide financial resources from operational, investment and financing activities.
