شناسایی و رتبه‌بندی عوامل کلیدی موثر بر کاهش هزینه در تامین اقلام مصرفی پروژه‌های عمرانی (موردمطالعه: پروژه‌های شرکت سپاسد وابسته به قرارگاه سازندگی خاتم‌الانبیاء)

زمینه و هدف: با توجه به سهم بالای مواد و مصالح و سایر اقلام مصرفی در سبد هزینه های انجام پروژه های عمرانی، اعمال مدیریت مناسب بر هزینه تامین این اقلام به‌منظور کاهش بهای تمام شده این پروژه ها ضروری است. بر همین اساس هدف از پژوهش حاضر، شناسایی عوامل کلیدی موثر بر کاهش هزینه در تامین اقلام مصرفی پروژه‌های عمرانی و تحلیل شکاف بین وضعیت موجود (عملکرد) و وضعیت مطلوب (اهمیت) هر یک از این عوامل استروش: این تحقیق از نوع آمیخته کیفی و کمی است. روش نمونه‌گیری در مرحله کیفی هدفمند و در مرحله کمی تصادفی ساده است. جامعه آماری تحقیق، شامل مدیران پروژه‌های شرکت سپاسد، روسای کارگاه‌ها، مسئولان پشتیبانی پروژه‌ها و مسئولان تامین و خرید، جمعاً به تعداد 60 نفر هستند. حجم نمونه در مرحله کیفی، دوازده نفر و در مرحله کمی سی نفر است. در مرحله نخست پژوهش، از طریق مصاحبه با افراد خبره سازمان و تحلیل مضمون مصاحبه های انجام شده، ابعاد و مولفه‌های موثر بر موضوع پژوهش استخراج شد. این موارد به پرسش‌نامه‌ای تبدیل‌شده و در مرحله بعد در اختیار خبرگان پژوهش قرار داده شد. پایایی پرسش‌نامه از طریق محاسبه آلفای کرونباخ[1] و سنجش نرمال بودن داده‌ها از روش کولموگروف- اسمیرنف[2] مورد تایید قرار گرفت. اعتبارسنجی از طریق آزمون تی تک نمونه‌ای، رتبه بندی از طریق آزمون فریدمن[3] و تحلیل شکاف بین وضعیت موجود و مطلوب مولفه‌ها از طریق آزمون تی تک نمونه‌ای و ماتریس شکاف اهمیت-عملکرد مقاله بررسی قرار گرفت.یافته‌ها: یافته ها نشان داد ازنظر پاسخ دهندگان مدیریت خرید، مدیریت منابع انسانی و یکپارچگی سازمان از اهمیت بیشتری نسبت به سایر عوامل در کاهش هزینه‏های تامین اقلام مصرفی پروژه‌های عمرانی، برخوردار می‌باشند.نتیجه‌گیری: بر مبنای یافته‌های این پژوهش مشخص شد مدیران شرکت، جهت کاهش هزینه باید به موضوعات جذب و حفظ نیروی انسانی کارآمد، آموزش نیروی انسانی و مدیریت اجرایی خرید بیشتر توجه کنند. 

identification and ranking of key factors affecting cost reduction in the supply of consumables for construction projects(case study: projects of sepasad company affiliated to khatam al-anbia construction camp)

background and aim: the purpose of this study is to identify and rank the key factors affecting cost reduction in the supply of consumables for construction projects.method: this research is of mixed quality and quantity. the sampling method is purposeful in the qualitative stage and simple in the quantitative random stage. the statistical population of the research includes all project managers of sepasad company, workshop heads, deputies and project support managers, as well as supply and procurement managers and its experts in total of 60 people and sample size in the qualitative phase of 12 people and in the quantitative phase of 30 people. in the first phase of the research, through interviews with experts of the organization and analysis of the content of the interviews conducted, the dimensions and components affecting the research topic were extracted. these items were turned into a questionnaire and in the next phase were provided to research experts. the reliability of the questionnaire was determined by calculating cronbach’s alpha and measuring the normality of the data by kolmogorov-smirnov method. validation was examined through one-way t-test, ranking through friedman test and analysis of the gap between the current and optimal status of the components through paired t-test and the significance-performance gap matrix.findings: the findings showed that in terms of respondents, purchasing management, human resource management and organizational integrity are more important than other factors in reducing the cost of providing consumables for construction projects.conclusion: the results of this analysis show that in all aspects, the expectations of the organization are beyond the status quo.
