آینده‌پژوهی نگهداری و تعمیرات صنعت هوایی ایران با رویکرد سناریو نگاری

زمینه و هدف: با توجه به نقش کلیدی صنعت هوایی در حفظ و ارتقاء ایمنی، کارایی و قانون مندی در حمل‌ونقل هوایی این صنعت در پویایی اقتصادی و اجتماعی جامعه جایگاه ویژه ای دارد؛ بنابراین تعمیر و نگهداری قطعات، تامین به‌موقع تجهیزات و قابلیت اطمینان آن‌ها برای صاحبان صنایع از اولویت راهبردی هر کشوری به شمار می آید. هدف از پژوهش حاضر، آینده پژوهی نگهداری و تعمیرات صنعت هوایی ایران و پیشنهاد راهبردهای مناسب برای مواجه با هر سناریو است.روش: در پژوهش حاضر، از رویکرد سناریو نگاری با نرم افزار سناریو ویزارد برای پیش بینی آینده های ممکن استفاده و صنعت هوایی به‌عنوان نمونه موردی انتخاب گردید. این پژوهش برحسب هدف کاربردی و از حیث روش، پیمایشی است که در سطح اکتشافی انجام می شود. جامعه آماری تحقیق شامل کارشناسان و مدیران صنعت هوایی و خبرگان دانشگاهی است که از روش نمونه گیری قضاوتی هدفمند و روش شبکه ای (گلوله برفی) استفاده شده است.یافته ها: با استفاده از تحلیل متوازن تاثیر متقابل، پنج سناریو قوی از میان عدم قطعیت های کلیدی حاصل از تجمیع نظر خبرگان به دست آمد که سه سناریو به‌عنوان سناریوهای خوش بینانه، محتمل و بدبینانه انتخاب گردیده و پیشنهاد‌هایی نیز توسط خبرگان این صنعت ارائه شده است.نتیجه گیری: بر اساس یافته های پژوهش، قابلیت اطمینان اجزاء، تخصیص منابع مالی و دسترسی مناسب به سیستم تجهیزات بیشترین تاثیرگذاری را بر آینده نگهداری و تعمیرات صنعت هوایی دارد، به‌ویژه سه سناریو تیک آف (عروج)، کروز (پیمایش) و استال (فرود) که برای هریک از آن‌ها تمهیداتی نیز در نظر گرفته و راهبردهایی را متناسب با این سناریوها توسط خبرگان حوزه صنعت هوایی پیشنهاد شده است.

Future Study of Maintenance and Repair of the aviation industry in Iran using Scenario Planning Approach

Background and Aim:  Due to the key role of the aviation industry in maintaining and promoting safety, efficiency and legality in aerial transportation, this industry has a special place in the economic and social dynamics of society.  Therefore, maintenance of parts, timely supply of equipment and their reliability for industry owners is a strategic priority of any country.  The purpose of the present study is to study the future of maintenance and repair of Iran’s aviation industry and to propose appropriate strategies to deal with each scenario.Method: In the present study, the scenario approach was used with Scenario Wizard software to mediate possible futures and the aviation industry was selected as a case study.  This research is applied in terms of purpose and a survey in terms of method which is done at the exploratory level. statistical society includes aviation industry specialists and managers and university experts that aimed judicative sampling and network (snowball) method has been used.Findings: Using balanced interaction analysis, 5 strong scenarios were obtained and 3 scenarios were selected as optimistic, probable and pessimistic scenarios and also suggestions was presented by this industry experts.Conclusion: based on the research findings, the reliability of components, allocation of financial resources and proper access to the equipment system have the greatest impact on the future of maintenance and repair of the aviation industry, especially the three scenarios of takeoff, cruise and stall (Landing) for every of them measures have been considered and strategies appropriate to these scenarios have been proposed by experts in the field of aviation industry.
