بایسته‌های تسهیل گری در حوزه تکافل اجتماعی با تاکید بر طراحی سامانه ملی

یکی از تمایزات مهم الگوی تامین اجتماعی اسلامی با الگوهای متعارف، نقش بسیار سازنده و اساسی تکافل اجتماعی و مشارکت‌های داوطلبانه مردمی است. احیای این بخش متناسب با نیازهای روز و پیشرفت‌های صورت گرفته در عرصه فناوری اطلاعات مستلزم کارهای پژوهشی و فرهنگی از سوی مراجع و نهادهای تاثیر‌گذار اجتماعی است. در نگرش اسلامی، فقر علاوه بر اینکه وسیله‌ای برای آزمایش و ترقی معنوی فقرا است، همچنین دستمایه‌ای برای امتحان اغنیا، تطهیر اموال آنان و ارتقای روح انسانی آنها نیز می‌باشد. در صورت یافتن راه حلی خردمندانه و آسان برای ارتباط دادن این دو گروه، می توان موجبات رشد معنوی و انسانی و مادی جامعه اسلامی را فراهم نمود و از جامعه اسلامی در مقابل آسیب‌های اجتماعی محافظت نمود. بدیهی است تحقق چنین امر مهمی نیازمند انجام چندین طرح تحقیقاتی است که برخی از آنها از نوع تحقیقات فنی است. این مقاله به منظور تسهیل بخشی در حوزه خیرخواهی و برقراری ارتباط آسان، مستقیم، مطمئن و آبرومندانه فقرای جامعه، با اغنیا، در صدد یافتن بایسته‌ها و الزمات تسهیل‌گری در حوزه خیرخواهی است. نتایج تحقیق حاکی از آن است که می‌توان با لحاظ رعایت بایسته‌های طراحی سامانه ملی تکافل اجتماعی، به لحاظ اهدف، ساختارها و تشکیلات، ورودی ها، روش ها، فرآیندها و اجرا، علاوه بر رونق بخشی به حوزه تکافل اجتماعی سرعت انجام خیرخواهی را در جامعه تضمین نمود. روش تحقیق در این مقاله تحلیلی توصیفی و گردآوری اطلاعات به روش کتابخانه‌ای است اگرچه از بارش‌ فکری متخصصین امر با استفاده از روش مصاحبه نیز بهره مند شده است.

The results of the study indicate that in terms of designing the national system of social homophobia, in terms of goals, structures and structures, inputs, methods, processes and implementation, in addition to promoting social homophobia, benevolence can be accelerated in society.
