تحلیلی بر کارکرد دولت‌های جمهوری اسلامی ایران در جهت اسلامی‌ سازی اقتصاد

یکی از مساله های اساسی درباره اقتصاد ایران، عقب ماندن اقتصاد از آرمان های اقتصادی انقلاب و جمهوری اسلامی است. یکی از این آرمان های صریح و روشن، اسلامی شدن نظام اقتصادی است. آنچه از یک دولت انتظار می رود، حرکت در راستای تحقق هدف ها است. آیا دولت های مستقر شده در جمهوری اسلامی در راستای تحقق هدف های اسلامی در اقتصاد عمل کرده اند؟ این مقاله کوششی برای دست‌یابی به پاسخ این مساله است. بر این پایه شاخصی ساخته شده است که با ابتنای بر اصول اسلام، نشان‌دهنده اقتصادی سازگار با اصول اسلام است. سپس با روش های آماری روند و تغییرات آن برای دوره 1358 تا 1393 اندازه گیری شده است. آنگاه دوره های 8 ساله هر یک از دولت ها با هم مقایسه شده است. نتیجه، نشان می دهد در 8 ساله 1360-1368 (دولت دوران جنگ تحمیلی) تغییر چندانی در شاخص رخ نداده است. در دوره 1368-1376 (دولت سازندگی) شاخص حدود 8 درصد بهبود یافته است. در دوره 1376 تا 1384 (دولت اصلاحات) شاخص حدود 28 درصد رشد داشته است و در دوره 1384 تا 1392 (دولت اصل گرا) این شاخص حدود 8 درصد کاهش داشته است.

An Analysis of the Functioning of the Governments of the Islamic Republic of Iran in the Islamization of Economics

One of the fundamental issues about the Iranian economy is the lagging behind of the economic aspirations of the Revolution and the Islamic Republic. One of the explicit ideals is the Islamization of the economic system. What is expected of a government is to move toward its goals. Have the governments established in the Islamic Republic acted towards achieving Islamic goals in the economy? This article is an attempt to answer this question. Based on this, an index is built that is based on the principles of Islam, indicating an economy compatible with the principles of Islam. Then, the statistical trends of the trend and its changes for the period 1358 to 1393 have been measured. Then the eightyear periods of each state are compared. The result shows that there has been little change in the index in the 8 years of 19681998 (government imposed war). The index improved by about 8% during the period of 19891998. In the period 19972004 (the reformist government) the index increased by about 28% and in the period 20052004 (the reformist government) the index decreased by about 8%.
