بررسی و تحلیل عوامل موثر بر عملکرد فناورانه نهاد توسعه‌گر کاربرد پرتوها و ارائه توصیه‌های سیاستی

کاربرد پرتوها به عنوان یک حوزه راهبردی و انرژی اتمی به عنوان منبع انرژی پاک در بسیاری از کشورهای توسعه یافته به عنوان یکی از موتورهای محرک توسعه اقتصادی به خصوص در بخش‌های کشاوزی، پزشکی و صنعتی کاربردهای فراوانی دارد. در کشور ایران به دلیل بسیاری از عوامل این صنعت با وجود پیشرفت‌های بسیار قابل توجه در حوزه‌ی زیرساخت‌ها، در حوزه کاربرد و تجاری‌سازی نتواسته است به توسعه مطلوبی دست یابد. بررسی‌های میدانی نشان می‌دهد عمده‌ی دلایل عدم توسعه بخش خصوصی در سطح مطلوب در این صنعت به ناکارایی نهاد توسعه گر باز می‌گردد. در پژوهش حاضر با رویکرد سیستمی و ضمن بررسی چالشهای توسعه این صنعت، بررسی و تحلیل عوامل موثر بر عملکرد فناورانه نهاد توسعه گر صنعت صلح‌آمیز هسته‌ای کشور و ارائه توصیه‌های سیاستی پرداخته می‌شود. جامعه پژوهش، سازمان انرژی اتمی ایران می‌باشد. در تحقیق حاضر، پس از بررسی جامع ادبیات نظری و الگوهای نهاد توسعه گر در کشورهای پیشرفته از حیث این صنعت، به مصاحبه با 16 نفر از خبرگان علمی و تجربی پرداخته می‌شود و پس از تحلیل با استفاده از روش تحلیل محتوای کیفی، از ابزار میک مک در شناسایی مهم ترین، تاثیرگذارترین و تاثیرپذیرترین عوامل بر نهاد توسعه گر استفاده گردیده است. یافته‌های حاصل از تحقیق نشان می‌دهد ملاحظات امنیتی در مدیران ملی و سازمان و همچنین در سطح مدیران شرکت توسعه کاربرد پرتوها به عنوان نهاد توسعه گر و همچنین ریسک گریزی آنان عوامل اصلی تاثیرگذار بر توسعه کاربرد پرتوها در این حوزه هستند.

investigating and analyzing the factors affecting the technological performance of the institution that develops the use of radiation and providing policy recommendations

nuclear industry as a strategic industry and atomic energy as a source of clean energy in many developed countries as one of the drivers of economic development, especially in the agricultural, medical and industrial sectors, have many applications. in the country of iran, due to many factors, this industry has not been able to achieve favorable development in the field of application and commercialization, despite the significant progress in the field of infrastructure. field investigations show that the main reasons for the lack of development of the private sector at the desired level in this industry are the inefficiency of the developer. the developer institution is responsible for investment, commercialization development, and technology development in an industry in a centralized manner. in the current research, with a systemic approach, and while examining the challenges of developing this industry, the factors affecting the technological performance of the country’s nuclear industry development institution are examined and analyzed, and policy recommendations are provided. the research community is the atomic energy organization of iran. in the present research, after a comprehensive review of the theoretical literature and models of the development organization in advanced countries in terms of this industry, interviews are conducted with 16 scientific and experimental experts, and after analysis using the qualitative content analysis method, from the tools meek meek has been used to identify the most important, influential and influential factors on the developer organization.
