طراحی الگوی تکامل تاریخی سیاست صنعتی؛ مطالعه موردی سیاست صنعتی ژاپن پس از جنگ جهانی دوم

ژاپن همواره به عنوان الگویی از موفقیت در پیشبرد سیاست صنعتی معرفی شده است؛ چه آنکه این کشور پس از تسلیم بی‌قیدوشرط در پایان جنگ جهانی دوم، تا سال 1990 به دومین اقتصاد جهان سرمایه‌داری تبدیل شد. این مقاله ابتدا با بررسی مهم‌ترین رویکردهای متاخر سیاست صنعتی، چهار حوزه مهم را در زمینه طراحی و اجرا شناسایی کرده است: (1) ساختار بوروکراتیک، محیط نهادی و قابلیت‌های سازمانی، (2) سیاست‌های بخشی و صنایع هدف‌گذاری شده، (3) ابزارهای حمایتی و چگونگی مولدسازی آنها، و (4) تعامل دولت و بخش خصوصی. در ادامه 18 پژوهش علمی که نگاهی تاریخی به اجرای سیاست صنعتی در ژاپن داشته‌اند، انتخاب گردید. این 18 اثر، در راستای بررسی چهار حوزه معرفی شده در ادبیات نظری سیاست صنعتی، مبتنی بر پژوهش کیفی و با روش تحلیل محتوای مقوله‌محور (تماتیک)، مورد مداقه قرار گرفت و سه دوره در تکامل تاریخی اجرای سیاست صنعتی در ژاپن شناسایی شد: (1) دوره اضطرار و اشغال ژاپن (1945-اوایل دهه 1950)، (2) دوره راه‌اندازی و بهبود بهره‌وری (اوایل دهه 1950- 1972) و در نهایت (3) دوره تعدیل و جهش (1972-1990). در نهایت، بر اساس تجربه ژاپن و بررسی ادبیات نظری پیرامون سیاست صنعتی، الگویی از تکامل تاریخی اجرای سیاست صنعتی ارائه شده است. این الگو مسیری از تمهید شرایط آغازین، بهبود بهره‌وری و راه‌اندازی صنایع جدید و در نهایت، تعدیل صنایع رو به زوال و حرکت به سمت صنایع دانش‌محور را برجسته ساخته است.

designing the pattern of historical evolution of industrial policy; a case study of japan’s industrial policy after world war ii

japan has always been presented as a model of success in advancing industrial policy. by examining the most important recent approaches to industrial policy, this article has identified four important areas in terms of design and implementation: (1) bureaucratic structure, institutional environment and organizational capabilities, (2) sectoral policies and targeted industries, (3) support tools and how to produce them, and (4) the interaction of the government and the private sector. in the following, 18 scientific researches were selected in the form of articles, books or book chapters that had a historical perspective on the implementation of industrial policy in japan. these 18 works were analyzed in line with the investigation of four areas introduced in the theoretical literature of industrial policy, based on qualitative research and with thematic content analysis method, and three periods in the historical evolution of the implementation of industrial policy in japan were identified: (1) the period of emergency and occupation of japan (1945-early 1950s), (2) the start-up and productivity improvement period (1972-early 1950s) and finally (3) the adjustment and leapfrogging period (1972-1990). finally, based on the experience of japan and the review of the theoretical literature on industrial policy, a model of the historical evolution of the implementation of industrial policy is presented. this model has highlighted a path of preparing the initial conditions, improving productivity and launching new industries, and finally, adjusting declining industries and moving towards knowledge-intensive industries.
