چالش های خط مشی گذاری حمل و نقل عمومی شهر تهران در حکمرانی شبکه ای مبتنی بر رویکرد تحلیل مضمون

خط مشی گذاری مناسب جهت اعمال مدیریت صحیح در هر زمینه ای ضروری است و حکمرانی شبکه ای یکی از مهمترین چارچوب ها در خط مشی گذاری جهت ایجاد دیدگاه چندوجهی در حل مسائل پیچیده می باشد. در شهر تهران بسیاری از مسائل تبدیل به مشکلات لاینحل شده اند و دلیل عمده آن وجود دیدگاه پروژه محوری در حل مسائل شهری تهران می باشد. حمل و نقل عمومی شهری تهران یکی از این مشکلات است که منجر به نارضایتی فراوان در میان شهروندان گردیده است . برای اعمال مدیریت صحیح در هر زمینه ای می بایست خط مشی گذاری مناسب صورت پذیرد چراکه فرایند خط مشی گذاری به عنوان پایه و اساس مدیریت محسوب می گردد. یکی از مهمترین چارچوب ها در خط مشی گذاری بهره گیری از حکمرانی شبکه ای به دلیل ایجاد دیدگاه چندوجهی در حل مسائل پیچیده می باشد. در این پژوهش در راستای اتخاذ خط مشی گذاری حمل و نقل عمومی شهری در حکمرانی شبکه ای به بررسی چالش های آن پرداخته شده است. این پژوهش به روش کیفی با استفاده از استراتژی تحلیل مضمون صورت گرفته است. ابزار گردآوری داده ها مصاحبه نیمه ساختاریافته با خبرگان علمی و اجرایی می باشد که مصاحبه ها با روش توصیفی کدگذاری شد و قابلیت اعتماد کدگذاری با روش توافق میان کدگذاران محاسبه شد و ضریب توافق 90 درصد حاصل گردید که مورد پذیرش می باشد. سپس داده ها با نرم افزار مکس کیودی ای مورد تحلیل قرار گرفت و شبکه مضامین در خصوص چالش ها ایجاد گردید. بر همین اساس یافته های پژوهش نشان می دهد چالش های خط مشی گذاری حمل و نقل عمومی شهر تهران در حکمرانی شبکه ای در پنج مضمون سازمان دهنده ملاحظه شده اند که به ترتیب اهمیت شامل نهادهای موثر و ذی نقش، ساختار نهادها، نحوه هماهنگی نهادها، وظایف نهادها و شرایط محیطی می باشند.

challenges of public transportation policy in tehran city in network governance based on thematic analysis approach

in the city of tehran, many problems have become unsolvable problems, and the main reason for that is the existence of a project-oriented perspective in solving tehran's urban problems. tehran's urban public transportation is one of these problems that has led to a lot of dissatisfaction among citizens. in order to apply correct management in any field, appropriate policy making should be done because the policy making process is considered as the basis of management. one of the most important frameworks in policy making is the use of network governance due to the creation of a multifaceted perspective in solving complex problems. in this research, in order to adopt urban public transport policy in network governance, its challenges have been investigated. this research has been conducted using a qualitative method using thematic analysis strategy. the data collection tool is a semi-structured interview with scientific and executive experts, the interviews were coded using a descriptive method, and the coding reliability was calculated using the agreement method between the coders, and the agreement coefficient was 90%, which is acceptable. then, the data was analyzed with maxqd software and a network of themes was created regarding the challenges, in this network, the challenges are divided into five themes of organizing effective and relevant institutions, the structure of institutions, the way institutions are coordinated, the duties of institutions and conditions. environment were identified.
