سناریونگاری صنعت سیمان در ایران با رویکرد آمیخته

صنعت سیمان یکی از بخش‌های صنعتی راهبردی و مهم در کشور از نظر تامین نیازهای حوزه‌هایی چون مسکن، ساخت‌و ساز و بسیاری از پروژه‌های عمرانی است. در حال حاضر این صنعت با مشکلاتی چون مازاد عرضه، فرسودگی تجهیزات و جانمایی نادرست کارخانه‌ها روبروست. پژوهش حاضر به دنبال شناسایی سناریوهای آینده این صنعت در میان مدت است. این پژوهش از منظر جهت‌گیری، کاربردی و از منظر بنیان پارادایمی، دارای رویکرد عملگراست. جامعه آماری پژوهش، خبرگان صنعت سیمان هستند که با روش نمونه‌گیری قضاوتی انتخاب شده‌اند. در گام اول از طریق مرور پیشینه و مصاحبه با خبرگان این صنعت، پیشران‌های عام و اختصاصی شناسایی شدند. سپس با به کارگیری غربال تئوریک و استنتاج‌محور پیشران‌های نهایی انتخاب شدند. در ادامه پیشران‌های باقیمانده با تکنیک ساختاری دیمتل تحلیل شدند. با توجه به بیشترین خالص اثر، دو پیشران قیمت‌گذاری و تقاضای بازار برای شکل‌دهی سناریوها در نظر گرفته شده و برای توسعه سناریوها رویکرد آزمون و گزینش فرضیات راهبردی فردی استفاده گردید. سناریوهای پیشنهادی پژوهش عبارتند از: سناریو تلاش برای بقا، سناریو مرهمی بر زخم، سناریو دنیای رو به رشد و سناریو احتضار. سناریو احتضار و سناریو دنیای رو به رشد به‌ترتیب بدترین و بهترین وضعیت را توصیف می‌کنند. در نهایت برای تعیین سناریوی محتمل، تکنیک اولویت ترتیبی به کار گرفته شد و مشخص گردید که سناریو مرهمی بر زخم محتمل‌ترین سناریو است. برای ارائه پیشنهادهای پژوهش رویکرد شوپنهاوری به کار گرفته شد. به این صورت که وجوه اشتراک سناریو محتمل و بدبینانه مبنای پیشنهاد قرار گرفت.

Scenario planning of the cement industry in Iran with a mixed approach

The cement industry is one of the strategic and important industrial sectors in the country in terms of meeting the needs of areas such as housing, The current research seeks to identify the future scenarios of this industry in the medium term. This research has a pragmatic approach from the point of view of orientation, practical and from the point of view of paradigm foundation. The theoretical community of the research is cement industry experts who were selected by judgmental sampling method. In the first step, common and specific drivers were identified through background review and interviews with industry experts. Then, by applying the theoretical sieve and inference-oriented, the final propellants were selected. Next, the remaining propellants were analyzed with DEMATEl technique. The two driving forces of pricing and market demand were considered for the formation of scenarios with regard to the highest net effect, and the test approach and selection of individual Strategic Assumption Surfacing and Testing were used to develop the scenarios. The suggested scenarios of the research are: the scenario of trying to survive, the scenario of healing the wound, the scenario of the developing world, and the scenario of dying. Finally, to determine the possible scenario, the Ordinal Priority Approach technique was used, and it was determined that the salve on the wound scenario is the most likely scenario. Schopenhauer’s approach was used to present research proposals. In this way, the possible and pessimistic scenario sharing funds became the basis of the proposal.
