بررسی چالش‌های موسسات پژوهشی دولتی در ایران با نگاهی تاریخی به شرایط نهادی توسعه آنها: یک مطالعه پدیدارشناسانه

به‌رغم اهمیت نقش کلیدیِ موسسات پژوهشی در شکل‌گیری حلقه‌های پیشران موتورهای محرکِ نوآوری،‌ شواهد موجود نشان می‌دهد که کارکرد این موسسات در کشورهای در حال توسعه از جمله ایران آن‌طور که انتظار می‌رفته در نظام ملی نوآوری محقق نشده است. از این رو هدف اصلی پژوهش حاضر، شناساییِ چالش‌ها و موانع پیش‌روی موسسات پژوهشیِ دولتی از منظر تجربه زیسته صاحب‌نظران مرتبط است. به این منظور با توجه به محدود بودنِ مطالعات موجود، از روش‌شناسیِ پدیدار شناسی، بهره گرفته شد. یافته‌های پژوهش حاکی از آن است که 6 چالش‌اصلی شامل «ابهام در ماموریت‌های موسسات پژوهشی و عدم تبیین دقیق آنها»، «ساختار سازمانی و تشکیلات غیر متناسب»، «نظام تامین مالیِ ناکارآمد و ایستا»، «عدم وجود رویه‌های متناسب برای مدیریت نیروی انسانی»، «فقدان رویه‌ای نظام‌مند برای ارزیابی عملکرد موسسات» و «وجود موانع برای همکاری در سطوح ملی و بین‌المللی» گریبان‌گیرِ موسسات پژوهشیِ دولتی است که باید مد نظر سیاست‌گذاران و تصمیم‌گیران در سطوح مختلف قانونی، راهبردی و اجرایی قرار گیرد.

Investigating the challenges of public research institutions in Iran with a historical perspective on the institutional conditions of their development: a phenomenological study

Despite the importance of the key role of research institutions in the formation of driving circles of innovation motors, the available evidence shows that the function of these institutions in developing countries, including Iran, has not been realized as expected in the national innovation system. Therefore, the main goal of the current research is to identify the challenges and obstacles facing government research institutions from the perspective of the relevant experts’ lived experience. For this purpose, due to the rarity of literature review,, phenomenological methodology was used. The findings of the research indicate that 6 main challenges include ambiguity in the missions of research institutions and their lack of detailed explanation, organizational structure and disproportionate organizations, inefficient and static financing system, lack of Appropriate procedures for human resource management, lack of systematic procedures for evaluating the performance of institutions and the existence of obstacles to cooperation at the national and international levels are problems of government research institutions that should be considered by the policymakers and decision-makers at different legal, strategic and executive levels.
