ترسیم ره نگاشتی برای تسهیل و تسریع وقوع همپایی فناورانه در صنعت پتروشیمی ایران

امروزه میزان بازده اقتصادی متاثر از سطوح قابلیت‌های فناورانه، تعیین‌کننده جایگاه، سطح رقابت‌پذیری و تمایز اقتصاد کشورها و یا دو بخش صنعتی رقیب از یکدیگر است که آثار آن در میزان تنیدگی آن‌ها در زنجیره‌های ارزش جهانی و سهم بازار قابل‌لمس است. در این پژوهش ابتدا نحوه انباشت توانمندی‌های فناورانه بنگاه‌ها در جوامع پیشرو و متاخر، موردبررسی قرارگرفته و سپس مطالعات حول تبیین و تحلیل شکاف فناورانه صنعت پتروشیمی ایران و ارائه یک چارچوب سیاستی جهت پر کردن این شکاف برای وقوع همپایی فناورانه متمرکزشده است. بررسی پیشینه پژوهش نشان می‌دهد، چارچوب جامع و یکپارچه‌ای برای شناسایی قابلیت‌های فناورانه وجود نداشته و بنگاه‌ها در فرآیند همپایی، متناسب با زیست‌بوم فناورانه خود از مدل‌های گوناگونی بهره برده‌اند. سهم دانش‌افزایی این پژوهش شناسایی قابلیت‌های فناورانه و مولفه‌های موثر در مراحل همپایی صنعت پتروشیمی است که در این راستا با بررسی، مقایسه و ترکیب یافته‌ها، منتج از پیشینه پژوهش و با استفاده از روش پژوهش موردی و تحلیل تم، تلاش شده است تا توانمندی‌های فناورانه موردنیاز در گام‌های همپایی فناورانه صنعت شناسایی گردد. تعیین میزان شکاف فناورانه صنعت، گونه شناسی توانمندی‌ها، مقایسه فرآیند همپایی شرکت‌های شیمیایی متاخر با پیشرو، شناسایی ابعاد توانمندی‌های فناورانه موردنیاز و عوامل و الزامات سیاستی موثر بر همپایی، و ارائه چارچوب سیاستی پر کردن شکاف فناورانه، از دستاوردهای این پژوهش است که می‌تواند جهت سیاست‌گذاری در برنامه‌های توسعه صنعت پتروشیمی استفاده گردد.

drawing a roadmap to facilitate and accelerate the occurrence of technological catch-up in the iranian petrochemical industry

today, the degree of economic efficiency is affected by the levels of technological capabilities,determines the position, level of competitiveness and differentiation of the economies of countries or two competing industrial sectors, its effects are palpable in the extent of their integration into global value chains and market share. in this research, first the accumulation of technological capabilities of firms in advanced and latecomers has been studied and then studies have focused on explaining and analyzing the technological gap of iran’s petrochemical industry and providing a policy framework to fill this gap. a review of the research background shows that there is no comprehensive and integrated framework for identifying technological capabilities and firms in the catchup process have used various models in accordance with their technological ecosystem.the knowledgeenhancing contribution of this research is the identification of technological capabilities and effective components in the catchup stages of the petrochemical industry, which in this regard by examining, comparing and combining the findings resulting from the research background,and using case study method and theme analysis, an attempt has been made to identify the technological capabilities required in the steps of technological catchup.determining the extent of technological gap in the industry, typology of capabilities, comparing the catchup process of latecomers chemical firms with leading ones, identifying the dimensions of required technological capabilities and policy factors and requirements affecting catchup, and providing a policy framework to fill the technology gap are some of the achievements of this study.policymaking to be used in petrochemical industry development plans.
