چکیده
|
در این مقاله، گذار صنایع الکترواپتیک ایران (صاپا) از حکمرانی سلسله مراتبی به گونه ای از حکمرانی شبکه‌ای با ایجاد مجموعه‌ای از شرکت‌های رویشی و تکوین هسته کوچک و شبکه بزرگ در صنایع الکترواپتیک بررسی می‌شود. بر اساس آمار و گزارش‌های عملکرد صاپا می‌توان گفت که این گذار با میزان قابل قبولی از موفقیت انجام شده و به پایداری نسبی دست یافته است. در این بررسی، تحولات سازمانی صاپا در سه دوره: 1) شکل گیری هسته اولیه؛ 2) رشد نوآوری و شبکه سازی و 3) بلوغ هسته و شبکه در پرتو مفاهیم حکمرانی، شبکه سازی و پیچیدگی مرکب و با رویکرد روایت پ‍ژوهی راهبردی مورد بررسی قرار می گیرد. یافته‌های این پژوهش نشان می‌دهد که صاپا با برخورداری از رهبری بسیج‌کننده و متقاعدساز، گروه‌های نوآوری سامانه محور، شرکت‌های زایشی فن‌آور و تلفیق سیستم سلسله مراتبی و شبکه‌ای، توانسته است بر دشواری‌های این گذار فائق آمده و جایگاه مناسبی در صنعت الکترواپتیک کشور به دست آورد.

Transition to Network Governance in Advanced Small Core and Large Network Industries in the Electro-Optical Industry

Abstract
|
In this paper, Sapa’s transition from hierarchical governance to network governance by creating a set of growing firms and developing ″small nuclei and large networks″ in the electrooptical industry has been narrated. Based on the facts and reports of sapa′s performance¸ it can be said that this transition has been done with an acceptable rate of success and has achieved relative stability. In this study¸sapa organizational changes in three periods: 1) the formation of the uncleus¸ 2) the growth of innovation and networking¸ and 3) the maturity of the uncleus and network in the light of the concepts of governance¸ networking and complexity are studied with a ″strategic narrative approach″ .The findings of this study show that Sapa, with its mobilizing and persuasive leadership, productoriented innovation groups, technological spin offs and the integration of hierarchical and network systems, has been able to overcome the chalenges of this transition and achieved a good position in the country′s electrooptical industry.
