تحلیلی تاریخی برعلل شکست در پروژه‌های توسعه صنعت نفت

پروژه­های توسعه منطقه انرژی پارس تجربه‌ای یکپارچه و ملی برای ایجاد زیرساخت­های بالادستی و پایین­دستی متمرکز در صنعت نفت است که در دستیابی به اهداف مورد انتظار و بهره­برداری در زمان مقرر با شکست رو­به­رو شد. لذا مقاله حاضر به علل شکست و استخراج درس­آموخته­های آن برای سایر پروژه­های توسعه صنعت نفت می‌پردازد. این پژوهش دارای رویکرد کیفی است و با استراتژی روایتی و جمع­آوری داده­ها از طریق مصاحبه­های نیمه ساختار یافته با مدیران و متخصصین فعال در اجرای این پروژه­ها متشکل از کارفرمایان، پیمانکاران و مهندسین­ مشاور، چهار دوره­ی زمانی در فرایند توسعه طرح­های صنعتی منطقه انرژی پارس واقع در عسلویه را از سال 1377 تا 1400 بررسی می‌نماید. بر اساس نتایج، علل اصلی شکست پروژه‌های مورد مطالعه را می‌توان به نگاه به خارج در فرایند توسعه، وابستگی در تامین تجهیزات و اجرای کلان پروژه­ها توسط شرکت­های خارجی در کنار عدم اتخاذ راهبرد مناسب برای آموزش نیروی انسانی متخصص و انتقال دانش فنی و مدیریتی برای طراحی در دوره­ی حضور فعال پیمانکاران بین­المللی صاحب صلاحیت؛ عدم استفاده از ظرفیت مدیران شایسته به دلیل تغییر مکرر سیاسی تصمیم­گیران اصلی وزارت نفت در دوره­ی تحریم­ها؛ توجه به مسئله افزایش فروش نفت در برابر نگاه توسعه­محور به این صنعت در دوره­ی برجام؛ تشدید تحریم­ها و مهاجرت نیروی انسانی متخصص به خارج از کشور نسبت داد. سیر تاریخی توسعه صنعت نفت بیانگر ضرورت ایجاد تحولی بنیادی در تمامی سطوح کلان و خرد با هدف برنامه­ریزی کارآمد، افزایش توانمندی فناورانه، بومی­­سازی دانش فنی، خودکفایی در ساخت تجهیزات و اجرای پروژه­ها توسط پیمانکاران ایرانی است.

Historical Analysis of the Causes of Delay in Oil Industry Projects

The large set of development projects of Pars Energy Region of Iran is the first integrated national experience to create upstream and downstream infrastructure focused on the oil industry, which faces a huge amount of delay. Historical analysis of the development path of this set of projects with the aim of explaining the occurrence of failure, discovering its causes and extracting lessons learned can lead to a new vision for success in other oil industry development projects. In this regard, the present study with a qualitative approach based on narrative strategy and data collection through semistructive interviews with managers and professionals active in these projects consisting of clients, contractors and engineering consulting firms identified four periods in the process of developing industrial projects in the Pars Energy Region, Assaloyeh, between 1998 and 2021. The results show an outward look at the development process in the first period. Failure to use the capacity of competent managers due to frequent changes in the political arrangement of the main decisionmakers of the Ministry of Oil during the second period; Attention to the issue of increasing oil sales in the face of developmentoriented Industry during the third period and the escalation of sanctions, along with the massive migration of skilled manpower abroad in the forth period, are studied as the most important delay causes in the development process of projects. The historical course of development of the oil industry indicates the need to create a fundamental change at all macro and micro levels with the aim of efficient planning, increasing technological capability, localization of technical knowledge, selfsufficiency in equipment construction and project implementation by Iranian contractors.
