ارائه مدل زنجیره تامین دفاعی تاب آور با رویکرد مدل سازی ساختاری- تفسیری (مورد مطالعه صندوق حمایت از فناوری)

بخش دفاعی، یکی از بخش های راهبردی و بسیار مهم در کشور ما به حساب می آید. عملکرد بخش دفاعی تا حدود زیادی به عملکرد زنجیره های تامین گره خورده است. در زنجیره تامین نظامی، توانایی محافظت زنجیره در برابر حوادث غیر منتظره و حفظ تداوم عملیات شبکه در سطح مطلوب، بسیار مهم و قابل توجه می باشد؛ به نوعی می توان گفت که تاب آوری مناسب زنجیره تامین دفاعی، یکی از ویژگی های اساسی و ضروری برای آن به حساب می آید. از این رو، هدف از انجام تحقیق، ارائه مدل زنجیره تامین دفاعی تاب آور می باشد. در این پژوهش، پس از بررسی مبانی نظری تحقیق و نظرخواهی از خبرگان، نه بعد و مولفه های مرتبط با آن به عنوان توانمندسازهای زنجیره تامین دفاعی تاب آور شناسایی شدند. در گام بعدی، با بکارگیری مدل سازی ساختاری تفسیری، روابط بین ابعاد توانمندساز زنجیره تامین دفاعی تاب آور تعیین شده و با سطح بندی این ابعاد، مدل تحقیق ترسیم شد. نتایج حاصل از تحقیق نشان داد که دو بعد یادگیری و همکاری و سپس فرهنگ مدیریت ریسک و برنامه ریزی اقتضایی بالاترین اولویت را در دستیابی به زنجیره تامین نظامی تاب آور دارند.

Providing Resilient Defense Supply Chain Model Using Structural-Interpretative Modeling

The defense sector is one of the most strategic and important sectors in our country. The ‎performance of the defense sector is tied to the supply chain performance to a large extent. ‎In the military supply chain, the ability to protect the chain against unexpected events and ‎maintain the continuity of network operations at a desirable level is very significant; in some ‎ways, it can be said that the proper resilience of the defense supply chain is one of the ‎essential features it is considered for that. Hence, the aim of the research is to provide a ‎resilient defense supply chain model. In this research, after reviewing theoretical ‎fundamentals of research and opinion polls by experts, nine dimensions and related ‎components were identified as resilient defensive supply chain enablers. In the next step, ‎applying StructuralInterpretative Modeling (ISM), the relationship between Enablers of the ‎resilient defense supply chain was determined and by leveling these dimensions, the research ‎model was drawn. The results of the research showed that the two dimensions of learning ‎and collaboration and then risk management culture and contingency planning have ‎the highest priority in achieving a resilient defense supply chain‏.‏
