ظرفیت‌های مکتبی نظام جمهوری اسلامی در جهت حکمرانی مطلوب

هدف پژوهش حاضر پاسخ به این سوال اصلی است که در اندیشه‌ حکمرانی نظام جمهوری اسلامی ایران، چه ظرفیت‌هایی به‌منظور حرکت در جهت شاخص‌های حکمرانی مطلوب و منبعث از پایه‌های فکری تشیع امام خمینی وجود دارد. عناصر اجتهاد، سیاست‌های کلی و احکام حکومتی، از ظرفیت‌های نظام جمهوری اسلامی هستند که پژوهش و واکاوی آن‌ها می‌تواند در ارتقای نظام قانون‌گذاری در راستای تطابق با مقتضیات زمان و پیچیدگی‌های حکمرانی در دنیای امروز موثر باشد. روش پژوهش توصیفی- تحلیلی بوده و نتایج حاکی از آن است که در دنیای امروز به نظر می رسد نادیده‌ گرفتن حکمرانی خوب در منظومه زندگی فردی و جمعی دولت امکان‌پذیر نیست. این روند امکان بهره‌برداری شخصی از رانت‌ها و فساد را فراهم می‌کند و اعتقاد عمومی به دولت از دست می‌رود. این مورد می‌تواند موجب شود شهروندان توسط گروه‌های خشونت‌طلب و دشمنان خارجی اغفال شوند و در چنین حالتی تروریسم و خشونت در جامعه حادثه‌آفرینی می‌کند. سیاست‌های کلی، اجتهاد و احکام حکومتی هر سه موجب تکمیل‌ شدن نقشه راهی است که می‌تواند برای پیمودن مسیر اجرای حکمرانی مطلوب و اداره بهتر کشور مورد استفاده قرار گیرد. پویایی فقه شیعه باعث می‌شود این سه ظرفیت بتوانند مشکلات جامعه را براساس مقتضیات زمان حل کنند. این مهم موجب می‌شود بتوان نظام جمهوری اسلامی را با توجه به مقتضیات زمان در جهت شاخص‌های حکمرانی مطلوب و رسیدن به وضعیت مناسب‌تر و افزایش سرمایه اجتماعی در قالب حمایت عمومی از سیاست‌های کشور هدایت کرد.

this research aims to answer the central question: what capacities exist in the thought of the governance system of the islamic republic of iran, based on the foundational principles of imam khomeini, for moving towards the indicators of desirable governance? elements of ijtihad, general policies, and governmental decrees are among the capacities of the islamic republic system, and research and examination of them can effectively promote the legislative system towards adapting to the requirements of the time and the complexities of governance in today’s world. the research methodology is descriptive-analytical, and the results indicate that ignoring good governance in the individual and collective life system seems impractical in today’s world. this process can facilitate personal exploitation of rents and corruption, eroding public confidence in the government. this can lead citizens to be deceived by violent groups and foreign enemies, and in such a situation, terrorism and violence can occur in society. general policies, ijtihad, and governmental decrees all contribute to completing a roadmap that can be used to pursue the path of implementing desirable governance and better managing the country. the dynamism of shia jurisprudence enables these three capacities to solve society’s problems according to the requirements of the time. this makes it possible to guide the islamic republic system towards the indicators of desirable governance, achieve a more favorable situation, and increase social capital through public support for the country’s policies.
