راهکارهای تقویت توانمندی داخلی در اندیشه قرآنی مقام معظم رهبری

پژوهش حاضر درصدد پاسخ این پرسش است که چه سازوکار و راهکارهای قرآنی در جهت تقویت توانمندی داخلی کشور، در اندیشه قرآنی مقام معظم رهبری وجود دارد؟ برای پاسخ این پرسش، از روش و رویکرد توصیفی- تحلیلی استفاده شده است. مقام معظم رهبری متناسب با ظرفیت‌های موجود در جامعه اسلامی که حکومتی مبتنی بر آموزه‌های دینی است، راهکارهایی را ارائه کرده‌اند؛ این راهکارها در حوزه قانونگذاری، قضایی و اجرایی دسته‌بندی شده است. تاکید بر تدوین قوانین براساس منابع دینی، تناسب داشتن قوانین با ظرفیت‌ها و امکانات، و نیز تدوین قوانین بر پایه عدالت اقتصادی از مهم‌ترین راهکارها در حوزه قانونگذاری است. مبارزه با مفاسد اقتصادی و اجرای عدالت قضایی ازجمله راهکارهایی است که در حوزه قضا تعریف می‌شود. در حوزه اجرایی نیز تکیه بر توان مردمی و مشارکت آنها در مدیریت کشور، ایجاد وحدت و همبستگی ملی و حمایت از تولید داخلی مورد تاکید است. جستجو در تعالیم و آموزه‌های دینی نشان داده است که هر سه حوزه مورد تاکید رهبری، ریشه در تعالیم دینی دارد و از آیات قرآن و روایات معصومین(ع) قابل استنباط هستند. از این‌رو توجه به آنها نه‌تنها راهکاری مطمئن در تقویت توانمندی‌های داخلی، توسعه و پیشرفت است، بلکه استقلال و امنیت ملی را نیز بدنبال دارند.

strategies for strengthening internal capabilities inthe qur’anic thought of the supreme leader

this study aims to answer the question of what mechanisms and qur’anic strategies exist to strengthen the internal capabilities of the country, as reflected in the qur’anic thought of the supreme leader. to answer this question, a descriptive-analytical method and approach were employed. the supreme leader, in accordance with the capacities present in the islamic society, which is governed based on religious teachings, has proposed several strategies. these strategies are categorized into legislative, judicial, and executive domains. in the legislative domain, the most important strategies include the emphasis on drafting laws based on religious sources, ensuring that laws are compatible with capacities and resources, and formulating laws founded on economic justice. combating economic corruption and implementing judicial justice are strategies defined within the judicial domain. in the executive domain, emphasis is placed on relying on popular capacities and their participation in the management of the country, fostering national unity and cohesion, and supporting domestic production. an exploration of religious teachings and doctrines has shown that all three domains emphasized by the leader are rooted in religious teachings and can be inferred from the verses of the qur’an and the traditions of the imams (peace be upon them). therefore, attention to these strategies not only serves as a reliable approach to strengthening internal capabilities, development, and progress but also ensures national independence and security.
