چرخۀ ساختاری و کارکردی دیپلماسی عمومی سیاست خارجی ایران

هدف پژوهش حاضر بررسی چرخۀ ساختاری و کارکردی دیپلماسی عمومی سیاست خارجی ایران است. پژوهش بر این فرضیه استوار است که «چرخۀ ساختاری و کارکردی دیپلماسی عمومی ایران را الهام‌بخشی و نهادهای دیپلماسی عمومی جمهوری اسلامی، معطوف به صدور انقلاب شکل می‌دهد». در تبیین پژوهش از رهیافت قدرت نرم، هویت و دیپلماسی عمومی جان میلسن استفاده شده است. نتایج نشان داد دیپلماسی عمومی ایران بعد از برجام، تحت تاثیر فشارهای بین‌المللی و محدودیت‌های راهبردی قرار گرفت و هر یک از کارگزاران سیاست خارجی ایران تلاش کردند تا زمینه لازم برای به‌کارگیری سازوکارهای همکاری‌جویانه با سیاست بین‌الملل را فراهم آورند، که این امر منتج به شکل‌‌گیری سه گفتمان «بازنمودها»، «سمبل‌ها» و «قواعد اجرایی» در فضای برجامی و پسابرجامی شد، و هر یک در سازوکارهای دیپلماسی عمومی سیاست خارجی ایران از قابلیت لازم برای اثرگذاری در فضای کنش ارتباطی با الگوی تعاملی برخوردار بود. در فضای پسابرجامی، دیپلماسی عمومی ایران مبتنی‌بر سازوکارهای کنش چندجانبه بوده است. در این فرایند، تلاش ایران برای حداقل‌سازی تهدیدات اقتصادی ناشی از اعاده تحریم‌های پسابرجامی شکل گرفت و تاثیر خود را در فضای اقتصاد سیاسی ایران به‌جا گذاشت.

the structural and functional cycle of public diplomacy in iran’s foreign policy

the present study aims to examine the structural and functional cycle of public diplomacy in iran’s foreign policy. the research is based on the hypothesis that &the structural and functional cycle of iran’s public diplomacy is shaped by the inspiration and institutions of public diplomacy of the islamic republic, focused on exporting the revolution.& this study employs the soft power, identity, and public diplomacy approach of john milson. the results indicated that after the joint comprehensive plan of action (jcpoa), iran’s public diplomacy was influenced by international pressures and strategic limitations. each foreign policy agent in iran attempted to create the necessary conditions for employing cooperative mechanisms with international politics, resulting in the formation of three discourses: &representations,& &symbols,& and &executive rules& in the jcpoa and post-jcpoa context. each discourse possessed the necessary capability to influence the public diplomacy mechanisms of iran’s foreign policy in the interactive action space. in the post-jcpoa environment, iran’s public diplomacy was based on multilateral action mechanisms. in this process, iran’s efforts were aimed at minimizing the economic threats arising from the re-imposition of post-jcpoa sanctions, which significantly impacted iran’s political economy space.
