جریان مهاجرت به ترکیه و بررسی سیاستگذاری دولت (مطالعه موردی قوم ترکمن)

کشور ترکیه بعد از به قدرت رسیدن اردوغان، به دلیل اتخاذ سیاست‌های جدید در حوزه مهاجرپذیری، بویژه سهولت اقامت برای ترک‌زبانان، مقصد مهاجرت بسیاری از افراد ترک‌زبان در کشورهای منطقه ازجمله ترکمن‌های ایران است. این جریان در سال‌های اخیر با مهاجرت بی‌رویه از یک پدیده معمولی به بحران و مساله اجتماعی و سیاسی تبدیل شده است. لذا، پژوهش حاضر با هدف بررسی سیاستگذاری دولت در قبال جریان مهاجرت قوم ترکمن به کشور ترکیه از بعد متغیرهای اجتماعی انجام شد. این مطالعه در دو بخش کیفی و کمّی انجام گردید. نمونه آماری در بخش کیفی، 20 نفر از خبرگان شامل اعضای هیات علمی، مدیران، کارشناسان و صاحب‌نظران ترکمن در استان گلستان و ترکیه که دارای اطلاعات مناسب و دقیقی راجع‌به مهاجرت ترکمن‌ها از استان گلستان بودند، می‌‌باشد. بخش کیفی با استفاده از مصاحبه و روش داده‌بنیاد انجام شد. بخش کمّی نیز توسط ارائه پرسشنامه مستخرج از بخش کیفی به 185 نفر از مهاجران ترکمن استان گلستان به ترکیه و به کمک آزمون t تک‌نمونه و تجزیه و تحلیل آمار توصیفی انجام گردید. براساس نتایج بدست آمده، 4 کد انتخابی، 8 کد محوری و 51 کد باز برای عوامل اجتماعی موثر بر مهاجرت ترکمن‌‌های استان گلستان به ترکیه شناسایی گردیدند. براساس نتایج بخش کمّی، متغیرهای آزادی‌‌های اجتماعی، حرمت و منزلت اجتماعی، فرصت‌‌های علمی و آموزشی، امنیت اجتماعی و کل عوامل اجتماعی بر جریان مهاجرت تاثیرگذار است که نشان‌دهنده سیاستگذاری نامناسب دولت در این حوزه می‌باشد.

migration flow to turkey and government policyanalysis (case study of the turkmen ethnic group)

after erdogan came to power, turkey, due to new immigration policies, especially the ease of residence for turkish speakers, has become a destination for many turkish-speaking individuals from the region, including turkmens from iran. in recent years, this migration flow has escalated from a normal phenomenon to a social and political crisis. therefore, this study aims to analyze government policies towards the migration flow of the turkmen ethnic group to turkey from a social variable perspective. the study was conducted in both qualitative and quantitative sections. the qualitative sample included 20 experts, comprising faculty members, managers, experts, and turkmen authorities in golestan province and turkey, who had suitable and precise information about turkmens’ migration from golestan province. the qualitative section was conducted using interviews and a grounded theory method. the quantitative section was carried out by presenting a questionnaire derived from the qualitative section to 185 turkmen migrants from golestan province to turkey, utilizing single-sample t-test and descriptive statistical analysis. based on the results, 4 selective codes, 8 axial codes, and 51 open codes for social factors influencing the migration of turkmens from golestan province to turkey were identified. according to the quantitative results, variables such as social freedoms, social respect and dignity, scientific and educational opportunities, social security, and overall social factors impact the migration flow, indicating inappropriate government policies in this area.
