کارآمدی دولت در فلسفه سیاسی فارابی

هدف اصلی پژوهش حاضر، ظرفیت ‌سنجی فلسفه سیاسی اسلامی (مشخصاً فلسفه سیاسی فارابی) در مواجهه با کارآمدی دولت از راه مداقه در بنیادهای کارآمدی است. امروزه کارآمدی دولت یکی از دغدغه‌های مهم اندیشمندان و جوامع محسوب می‌شود. معیار قضاوت عمومی درباره یک نظام سیاسی، منوط به میزان تحقق کارآمدی است. پژوهش بر این فرضیه استوار است که فلسفه سیاسی، به ویژه فلسفه سیاسی اسلامی، در افقی فراتر از دانش‌های یادشده، ظرفیت‌های مناسبی جهت بحث در ‌باب بنیادهای کارآمدی دولت دارد، که از این میان فلسفه سیاسی فارابی به عنوان یکی از رویکردهای مهم فلسفه سیاسی اسلامی، ظرفیت ویژه‌ای جهت ورود به بحث کارآمدی دارد. سوال اصلی پژوهش این است که ظرفیت‌های اساسی فلسفه سیاسی اسلامی، بویژه آراء و اندیشه‌های فارابی، در مواجهه با مفهوم کارآمدی دولت، به ویژه تمهید بنیادهای کارآمدی کدامند؟ فهم کارآمدی دولت در اندیشه فارابی، مستلزم ارائه یک بسته مفهومی یا شبکه مفاهیم مرتبط با کارآمدی در اندیشه این فیلسوف است که در پژوهش حاضر، کوشش شده با استفاده از روش توصیفی- تحلیلی، این مفاهیم و کدها از لابه‌لای آثار مهم فارابی استخراج شود. برخی از مهم‌ترین عناصر این شبکه مفهومی عبارتند از: سعادت، فضیلت، حکمت، نبوت، محبت و عدالت.

efficiency of government in farabi’s political philosophy

the main objective of the present research is to assess the capacity of islamic political philosophy (precisely farabi’s political philosophy) to address the efficiency of government through a comparative analysis of its foundational principles. nowadays, government efficiency is considered one of the significant concerns of intellectuals and societies. the general judgment criterion for a political system depends on the extent of governmental efficiency. this research is based on the hypothesis that political philosophy, especially islamic political philosophy, beyond the mentioned sciences, has suitable capacities for discussing the foundations of governmental efficiency. among these, farabi’s political philosophy, one of the significant approaches of islamic political philosophy, has a unique capacity to engage in the discourse on efficiency. the main research question is: what are the fundamental capacities of islamic political philosophy, especially farabi’s ideas and thoughts, in confronting the concept of governmental efficiency, especially in laying the groundwork for efficiency? understanding government efficiency in farabi’s thought requires presenting a conceptual framework or network related to efficiency in this philosopher’s thought. in this research, an attempt has been made to extract these concepts and codes from the essential works of farabi using a descriptive-analytical method. some of the most essential elements of this conceptual network include happiness, virtue, wisdom, prophecy, love, and justice.
