جمعیت و امنیت اجتماعی در گستره آیات و روایات

پژوهش حاضر درصدد پاسخ به این پرسش است که از منظر قرآن کریم و روایات نسبت فزونی جمعیت و امنیت اجتماعی چگونه ترسیم و قابل ارزیابی است؟ پاسخ به این پرسش در گرو گونه‌شناسی و تحلیل شواهد و داده‌‌های مرتبط بوده که با روش تحلیل محتوا و با رویکرد تحقیقات توسعه‌‌ای انجام شده است. مفروض این است که آیات و روایات فزونی جمعیت را سبب امداد الهی، زینت و دلپذیری زندگی، اقتدار و امنیت جامعه اسلامی و مایه ترس و وحشت دشمنان می‌‌داند و در مقابل سیاست کاهش نیروی انسانی را سبب نابودی حرث و نسل تلقی نموده است. یافته نخست پژوهش با مخاطب قرار دادن سیاستگذاران و تصمیم‌گیران، بر آن است که امنیت اجتماعی بدون تمرکز بر سیاست توسعه جمعیت امکان‌‌پذیر نیست؛ از این‌رو مستلزم برنامه‌ریزی اصولی و سنجیده است. یافته دوم ناظر به پژوهشگران عرصه فقهی است که رویکرد به جمعیت در حوزه فقهی، نه از بینش فردگرایانه، بلکه در نگاهی جمع‌گرایانه، و با توجه به اقتضائات و متناسب با اصول و ارزش‌‌هاى مورد نظر جامعه اسلامى باید ارزیابی گردد.

population and social security in the spectrum ofquranic verses and narrations

the present research aims to address the question of how the issue of population increase and social security is depicted and evaluated from the perspective of the holy quran and narrations.  the answer to the question relies on the typology and assessment of the related data conducted by content analysis and developmental study approach. it is assumed that the quranic verses and narrations consider the increase of the population as the source of divine assistance, the adornment and pleasantness of life, the authority and security of the islamic society, and the cause of fear and trepidation of the enemies. on the other hand, the policy of reducing the population is considered as a threat to the survival of the generation. the first finding of the research addresses politicians and decision makers in society to convey social security is not feasible without concentration on the policy of population development; therefore, it requires deliberate and principled planning. the second finding is related to researchers in jurisprudential realms to analyze the issue of population not just from an individualistic approach but also from a collectivist perspective with respect to the requirements, principles, and values in islamic society.
