قاعدۀ تالیف قلوب به‌مثابه قدرت هوشمند در روابط بین‌الملل

هدف پژوهش حاضر پاسخ به این پرسش بنیادی است که: «اصل تالیف قلوب به‌مثابه قدرت هوشمند چه نقشی را در روابط بین‌الملل ایفا می کند؟». این پژوهش با روش توصیفی تحلیلی پس از بررسی مفاهیم به کار رفته، به بازتاب کاربست اصل تالیف قلوب در روابط بین‌الملل پرداخته و نشان داد که قدرت هوشمندی که براساس تالیف قلوب تکون می‌یابد، معجونی است از مساعدت‌ها و برنامه‌های مثبت، سازنده و بالنده که در این قاعده تبلور کامل یافته است. این اصل وزین، پربار و متحرک را نباید با بحث‌های بیهوده، برداشت‌های نادرست و تنگ‌نظرانه از چرخۀ فقه سیاست خارجی و روابط بین‌الملل بیرون نگاه داشت. تالیف قلوب که با مهرورزی و تعاون گره خورده است، کاربست و فرجام آن به اعتمادسازی می‌انجامد. اعتمادسازی که پایه و اساس رابطه سالم و پایدار محسوب می‌شود و در روابط بین‌الملل از اهمیت خاصی برخوردار است. کنش‌گران روابط بین‌الملل باید سیاست‌ها و راهبردهای خویش را به گونه‌ای تنظیم نمایند که منجر به اعتمادسازی شود. اعتمادسازی باعث از بین بردن علل و عوامل بروز تنش‌ها شده و تعارضات موجود را که سبب وارد کردن لطمه در روابط متقابل می‌شود، از میان برمی‌دارد. ‌با رفع تعارضات، هم زمینه را برای تعاون و همکاری فراهم می‌سازد و هم شناخت و درک طرف مقابل را از آیین حیات‌بخش اسلام ارتقاء می‌بخشد. اعتمادسازی باعث از بین بردن تنش‌ها و تعارضات شده و با تسخیر قلوب زمینه را برای تعاون و همکاری فراهم می‌سازد.

The Principle of Friendship of Heartsas Smart Power in International Relations

The purpose of the present study is to find an answer for this fundamental question: What is the role of the principle of friendship of hearts as smart power in international relations? The method of study is descriptiveanalytic and after reviewing the concepts at issue, it deals with the reflection of applying the principle of friendship of hearts as a smart power in international relations. The results showed that the smart power developed based on friendship of hearts is a mixture of positive, constructive, and evolving aids and programs actualized in this principle. This precious, flourishing, and dynamic principle should not be kept away from the circle of foreign policy jurisprudence and international relations by useless arguments, inaccurate perceptions, and narrowminded interpretations. Friendship of hearts is tied to affection and collaboration and finally leads to trust building that is considered as the basis of healthy and sustained associations having special importance in international relations. The activists in international relations should arrange their policies and strategies in a way that leads to trust building as it removes the causes and factors of existing tensions and conflicts damaging bilateral ties. Removing conflicts paves the way for cooperation and collaboration and also improves the recognition and perception of other countries from the reviving religion of Islam. Trust building puts an end to tensions and conflicts and by capturing the hearts paves that way for mutual association and cooperation.
