بررسی الزامات سیاست‌گذاری قومی و تاثیر آن در کارآمدی نظام جمهوری اسلامی ایران

هدف پژوهش حاضر بررسی الزامات سیاست‌گذاری و مدیریت قومی در جهت دستیابی به هم‌گرایی ملی و افزایش کارآمدی نظام سیاسی جمهوری اسلامی با توجه به ساختارها و عوامل موجود است. روش پژوهش توصیفی تحلیلی بوده و درصدد پاسخ به این سوال اصلی است که مهم‌ترین الزامات سیاست‌گذاری قومی در ایران با توجه به ساختار بسیط متمرکز حکومت ایران کدامند؟ نتایج نشان می‌دهد که با مدنظر داشتن الزامات سیاست‌گذاری که در راستای مدیریت بهینه عرصه سرزمین و ساکنان آن است می‌توان بهترین شیوه را برای اجرای سیاست‌ها انتخاب کرد. این امر در نهایت می‌تواند باعث استفاده از توانایی‌های جغرافیای طبیعی و انسانی کشور شود که تضمین امنیت ملی و دستیابی به اهداف ملی خواهد بود. همچنین داشتن رویکرد سیستمی، اهتمام به جغرافیای فرهنگی کشور و توسعه موزون از الزامات سیاست‌گذاری قومی هستند. مدنظر داشتن این الزامات و اهمیت دادن به مولفه‌‌های تاثیرگذار در مدیریت تنوعات قومی، بر کارآمدی نظام جمهوری اسلامی تاثیر مثبت گذاشته و کارآمدی آن را در عرصه عمل و ایفای وظایف خود در قبال انتظارات شهروندان نشان می‌دهد.

A Study of the Requirements of Ethnic Policymakingand its Impact on the Efficiencyof the Islamic Republic of Iran

The purpose of the present study is to review the requirements of ethnic policymaking and management in order to achieve national integrity and enhance the efficiency of the Islamic Republic of Iran with respect to the existing structures and factors. The method of study is descriptiveanalytic and it aims to find an answer to this main question: What are the most important requirements of ethnic policymaking in Iran with regard to its centralized unitary structure of government? The results show that it is through considering the requirements of policymaking in terms of optimal management of the realm of the country and its inhabitants that the best method for implementing policies can be selected. This issue can ultimately lead to using the potentials of natural and human geography that guarantee national security and achievement of national goals. Furthermore, having a systematic approach, paying attention to the cultural geography of the country, and balanced development are among some other requirements of ethnic policymaking. Considering these needs and paying attention to the influential components in management of ethnic varieties have a positive impact on the efficiency of the Islamic republic of Iran and display its practical effectiveness in performing its duties toward the citizens’ expectations.
