ارزیابی بسترهای تاثیرگذار بر هزینه‌های مالی انتخابات مجلس در ایران و پیامدهای آن (مطالعه موردی: دوره دهم انتخابات مجلس شورای اسلامی شهرستان رشت)

هدف پژوهش حاضر بررسی بسترهای تاثیرگذار بر هزینه‌های مالی انتخابات مجلس شورای اسلامی و پیامدهای آن بر روند دموکراسی است. در این راستا، هزینه‌های مالی کاندیداهای مجلس شورای اسلامی دهمین دوره انتخابات شهرستان رشت مورد بررسی قرار گرفت. روش پژوهش از نوع پیمایشی بوده و از دو ابزار پرسشنامه و مصاحبه نیمه عمیق استفاد گردید. جامعه آماری مورد مطالعه تمامی شهروندان بالای بیست سال ساکن شهرستان رشت بودند که تعداد آنها حدوداً برابر با625500 نفر می‌باشد. برای برآورد حجم نمونه از فرمول کوکران استفاده گردید که حجم نمونه برابر 384 نفر به دست آمد. نتایج مطالعه نشان داد که مهم‌ترین بسترهای تاثیرگذار بر شیوه‌های تامین منابع مالی انتخابات پارلمانی در ایران عبارتند از دانش سیاسی رای‌دهندگان، رابطه شهروند با نماینده، نگرش شهروندان به نوع نظام انتخاباتی، تعداد و تنوع حامیان مالی کاندیداها و انگیزه‌های آنان، نوع نظام سیاسی و وضعیت اقتصادی جامعه. تقریباً بیش از 95 درصد پاسخگویان تاکید داشتند که منافع کوتاه مدت شهروندان به ویژه حامیان مالی آنها بر امور دیگر غلبه دارد و نوعی رابطه حامی‌پروری نهادینه شده وجود دارد. همچنین یافته‌ها بر این نکته دلالت دارند که برای کاهش پیامدهای نامطلوب شیوه‌های تامین و هزینه کردن پول‌های سیاسی، باید در قوانین فعلی بازنگری گردد و از تجارب کشورهای دیگر نیز استفاده شود.

Assessing the Contexts Affecting the Financial Costsof Parliamentary Elections in Iran and its Consequences (Case Study: Tenth Election of the Islamic Consultative Assembly of Rasht)

This study investigates the factors affecting the financial costs of the Islamic Consultative Assembly elections and its consequences on the democratic process. In this regard, the financial expenses of the candidates of the Islamic Consultative Assembly of the tenth election of Rasht city were examined. The research method was the survey, and two questionnaires and semiindepth interviews were used. The study’s statistical population was all citizens over the age of 20 living in Rasht, whose number is approximately equal to 625,500 people. Cochran’s formula was used to estimate the sample size, and the sample size was 384 people. The results showed that the most important factors influencing the methods of financing parliamentary elections in Iran are voters ’political knowledge, citizen’s relationship with the representative, citizens’ attitudes toward the type of electoral system, number, and variety of sponsors and their motives, type of political system and status. Economic community. Almost 95% of the respondents emphasized that the shortterm interests of the citizens, especially their sponsors, prevail over other matters and that there is a kind of institutionalized supportive relationship. The findings also suggest that current laws should be reviewed, and the experiences of other countries should be used to reduce the adverse consequences of financing and spending political money.
