ارزیابی نقش شوراهای اسلامی در توسعه سیاسی جمهوری اسلامی ایران

هدف اصلی تحقیق حاضر شناسایی و ارزیابی تاثیر و نقش شوراهای اسلامی شهر در فرآیند توسعه سیاسی جمهوری اسلامی ایران با نگاه کلان به عملکرد و موانع و عوامل عدم موفقیت و ارائه برنامه‌های راهبردی برای آینده می‌‌باشد. روش پژوهش توصیفی تحلیلی بوده و درصدد آن است که تاثیر شوراهای اسلامی را در فرآیند توسعه سیاسی جمهوری اسلامی ایران مورد ارزیابی قرار دهد. نتایج نشان داد که افزایش آگاهی عمومی، افزایش اعتماد مردم به نهادهای اجتماعی، احقاق حقوق توده‌‌ها و ترویج فرهنگ پاسخگویی و فرهنگ استقلال می‌‌تواند باعث توسعه سیاسی شده و همچنین کاهش اقتدار شهرداری و غلبه مسائل سیاسی و سلیقه‌‌ای بر سایر جنبه‌‌های تخصصی و غیرتخصصی شدن امور در توسعه سیاسی اثر منفی گذاشته است. امور سیاسی از حوزه زندگی مردم جدا نیست و توسعه سیاسی صرفاً به امور دولتی و حکومتی مربوط نمی‌‌شود که برای مردم عادی مفهوم غیرخودی و بیگانه و تنها در اختیار حاکم و نمایندگان آن باشد، بلکه هدف از توسعه سیاسی افزایش ظرفیت‌‌های مختلف فرد و جامعه در همه امور است و اینکه نظام را به پاسخگویی بهتر به خواست‌‌های عمومی ملتزم نماید. نقش شوراهای اسلامی شهر در توسعه سیاسی کشور چندان کارآمد و پر رنگ نیست و شهرها از این جهت روند توسعه مطلوبی نداشته و شوراها نقش چندانی در توسعه سیاسی ندارند. یک اصلاح ساختاری اصولی می‌‌تواند در راستای حل مشکلات موجود و توسعه سیاسی و مدیریت بهینه شهری و منطقه‌ای راهگشا باشد.

Assessing the role of Islamic councilsin the political developmentof the Islamic Republic of Iran

The main purpose of this study is to identify and evaluate the impact and role of Islamic councils in the process of political development of the Islamic Republic of Iran with a macro view of performance and obstacles, and factors of failure and to present strategic plans for the future. The research method is descriptiveanalytical and seeks to evaluate the impact of Islamic councils on the political development process of the Islamic Republic of Iran. The results showed that increasing public awareness, public trust in social institutions, realizing the rights of the people, and promoting a culture of accountability and a culture of independence could lead to political development, reduce municipal authority, and overcome political issues tastes over other aspects. Specialized and nonspecialized affairs have had a negative impact on political development. Political affairs are not separate from the sphere of people’s lives, and political development is not only related to governmental affairs, which for ordinary people is an alien and alien concept and only in the hands of the ruler and his representatives, but the purpose of political development is to increase various capacities. Moreover, society is in everything, which obliges the system to respond better to public demands. The role of the Islamic councils of the city in the political development of the country is not very efficient and colorful; the cities do not have a favorable development process, and the councils do not play a significant role in political development. A principled structural reform can pave the way for solving existing problems and political development, and optimal management of cities and regions.
