جایگاه شورا در حکومت اسلامی از دیدگاهمحمد رشیدرضا وسیدمحمود طالقانی

سیدمحمود طالقانی و محمد رشیدرضا، نظریه‌‌‌‌‌های سنتی در مورد حکومت اسلامی در جامعه‌‌ی امروزین را ناکارآمد تلقی کردند و به‌‌‌‌‌دنبال ارائه‌‌ی نظریه‌‌‌‌‌ای کارآمد مبتنی‌‌‌‌‌بر قرآن و آموزه‌‌‌‌‌های دینی برآمدند. آنان به‌‌‌‌‌نظر ایشان، آموزه‌‌‌‌‌های شورایی قرآن در عصر جدید مناسب‌‌‌‌‌ترین محتوا برای حکومت اسلامی است که می‌‌‌‌‌تواند در قالب نظام پارلمانی تحقق پیدا کرده و به بحران‌‌‌‌‌های جامعه‌‌ی اسلامی خاتمه دهد. نگاه رشیدرضا در ترسیم مجلس شورا، نخبه‌‌‌‌‌گرایانه است؛ در حالی که طالقانی بیش‌‌‌‌‌تر بر توده‌‌‌‌‌های مردم تکیه دارد. اهمیت این پژوهش ضمن کاوش حول زوایای مختلف شورا از دیدگاه این دو اندیشمند، به تطبیق آن با دموکراسی پرداخته و پیامد‌‌‌‌‌های سیاسی آن را بررسی نموده است. مساله‌‌‌‌‌ی پژوهش حاضر، چگونگی تبیین شورا در حکومت اسلامی از منظر دو اندیشمند مسلمان (یادشده) است. مقایسه این دو دیدگاه در تفکرات شیعه و سنی موجب روشن‌‌‌‌‌شدن نقاط اشتراک، اختلاف و مواضع مورد تاکید در این نظریات خواهد شد. این مقاله از روش استیوارت هیوز بهره جسته است.

From the Perspective of “Mohammad Rashid Reza” and “Mahmoud Taleqani”

Seyyed Mahmoud Taleqani and Mohammad Rashid Reza said traditional theories of Islamic government are inefficient in modern society and intended to present efficient theories based on the holy Qur’an and religious doctrines. For them, consultative doctrines in modern era are the most suitable provision for the Islamic government that can come true within parliamentary system and put an end to crises of Islamic community. Rashid Reza has an elite look at illustration of the consultative assembly while Taleqani relies more upon masses. This paper exploring different angles of consultation from the perspective of these two thinkers adapts it to democracy and deals with its political consequences. The statement of problem of the present article is how consultation is being elucidated in the eyes of the above two Muslim thinkers. Comparison of these two viewpointsof the Shiite and Sunni thoughtstriggers clarification of agreements, disagreements and stands shared as emphasized in these theories.
