مبانی و آثار اصل شفافیت از منظر اندیشه‌ سیاسی اسلام

شفافیت که به‌معنای آشکار بودن و در دسترس بودن اطلاعات جهت بررسی و نظارت است، از موضوعات محوری در مباحث کلان حکومت‌داری و اصلاح اداره‌ی عمومی است. از منظر اندیشه‌ی سیاسی اسلام، مردم‌سالاری دینی بر آرای خام و ناآگاهانه‌ی مردم استوار نیست، بلکه جوهر آن را آگاهی مردم شکل می دهد و وظیفه‌ی حاکم اسلامی به‌عنوان امانت دار مردم این است که مسائل جامعه را به‌گونه ای شفاف و صادقانه با مردم در میان بگذارد. نویسندگان در این پژوهش به‌دنبال پاسخ به این پرسش هستند که رویکرد اسلام به مقوله‌ی شفافیت چگونه است؟ این مقاله مبتنی‌بر این فرض است که شفافیت حکومت اسلامی جزو مقوله های مورد توجه در آموزه های دینی است؛ به‌نحوی که سنت و سیره‌ی معصومین نیز بر آن صحه گذاشته و مبانی و آثار متعدد آن در جای‌جای دین اسلام مورد تاکید قرار گرفته است.

Foundations and Impacts of the Principle of Transparency from the Perspective of Islamic Political Thought

Meaning the disclosure and availability of information for investigation and monitoring, transparency is one of the key issues in macro governance discussions and reform of public administration. From the viewpoint of Islamic political thought, religious democracy is not based on the raw and unconscious ideas of the people, but on the essence of the people’s consciousness, and as a trustee of the people, the task of the Islamic governor is to share the issues of society with the people transparently and clearly. The authors try to answer the question of how is Islam’s approach to the issue of transparency. This paper is based on the assumption that the transparency of the Islamic government is one of the topics of interest in religious teachings, so that the tradition and living way of the innocents (holy persons) also affirm it and its many principles have been emphasized effects throughout Islam.
