تشکیلات نیروهای نظامی و ‌انتظامی در حکومت امیرالمومنین(ع)

هدف پژوهش حاضر بررسی تشکیلات نیروهای نظامی و ‌انتظامی در حکومت امیرالمومنین(ع) بوده و فرضیه ابتکاری بودن «شرطه ‌الخمیس» را با روش توصیفی تحلیلی به اثبات ‌رساند. در این راستا،سازمان نیروی‌نظامی در کوفه، پیشینه نیروی‌انتظامی در اسلام، ایجاد سازمان‌های نظامی جدید توسط امیرالمومنین(ع)، شرطه و نیروی‌انتظامی در حکومت‌علوی، «شرطهالخمیس» به عنوان مهم‌ترین تشکیلات انتظامیحکومت علوی، ابتکارامام علی(ع) در تشکیل «شرطه‌الخمیس»،زمان، مکان و اعضای تشکیل «شرطهالخمیس»،فعالیت‌های انتظامی اعضای «شرطهالخمیس»ونیروی‌انتظامی و شهربان در حکومت علوی مورد بررسی قرار گرفته‌اند.یافته‌ها نشان داد، سه گروه و جمعیت در زمان امام علی(ع) بودند. گروه نظامی که براساس تشکیلات قبایل بود و دو گروه انتظامی. یکی «شرطه الخمیس» که حضرت ایجاد کرد و سابقه نداشت و گروه انتظامی دیگری که امنیت شهر را به عهده داشته و در عملیات مختلف شرکت داشتند. از عنوان «شرطه ‌الخمیس» قبل و بعد از امام علی(ع) در منابع تاریخی یاد نشده ‌است. طبری و محققان اهل‌سنت ایشان را مبدع «شرطه الخمیس» و ایجاد کننده تشکیلات منسجم شرطه در اسلام دانسته‌اند. اعضای «شرطه الخمیس» به امنیت شهرها و مبارزه با شورشیان، مفسدان و متجاوزان می‌پرداختند و در هنگام جنگ هم فعال و به کمک نیروهای پیشگام نظامی، می‌رفتند. در هنگام جنگ ‌جمل و صفین نیز حاضر بودند.

Military service and police forces in Amir AlMu’minin Ali’s government

The major goal of this project was to study the organization of military service and police forces in Amir AlMu’minin’s (a.s) government, and to establish innovative nature of Shurtat AlKhamis forces with a descriptive analytical method. In this regard, the military organization in Kufa, the military history of Islam, creation of new military organizations by Amir alMu’menin (pbuh), the Shariah and the military in the Alawite state, the "Shurtat alKhamis" as the most important military organization of Alawite government, the initiative by Imam Ali In forming the "Shurtat alKhamis", time, place and members of the "Shurtat alKhamis", the military activities of the members of the "Shurtat alKhamis" and the Alawite government’s military and police forces are examined. The results showed that there were three groups and population at the time of Imam Ali. A military group based on tribal organizations and two police groups. One was the "Shurtat alKhamis" that the Prophet had created and had no record, and the other was a police group involved in various operations for security of the city. The term "Shurtat alKhamis" is not mentioned in historical resources before and after Imam Ali (pbuh). Tabari and his Sunni scholars have called him the innovator of the "Shurtat alKhamis" and the creator of a coherent body of police in Islam. Members of the "Shurtat alKhamis" paid tribute to the security of cities and the fight against insurgents, corruptors, and invaders. During the war of Jamal and Saffin were also present.
