واکاوی چالش‌های پیش‌روی شتاب‌دهنده‌های نوآوری و کسب‌وکار در ایران

شتاب‌دهنده‌ها به‌عنوان یکی از مهم‌ترین اجزا زیست‌بوم نوآوری و کارآفرینی، نقشی اساسی در توسعه کسب‌وکارهای نوپا و نوآفرین‌ها (استارتاپ‌ها) ایفا می‌کنند. با گذشت بیش از یک دهه از فعالیت شتاب‌دهنده‌ها در ایران، عملکرد و تاثیرگذاری آنها به یکی از دغدغه‌های مهم در حوزه سیاستگذاری نوآوری و کارآفرینی تبدیل شده است. با وجود تلاش‌های دولت و نهادهای حامی توسعه علمی و فناوری کشور برای تقویت نقش شتاب‌دهنده‌ها، برخی از چالش‌های اساسی ازجمله کمبود منابع مالی، ضعف در شبکه‌سازی با صنعت و عدم‌دسترسی به نیروی انسانی متخصص همچنان پابرجاست. در این پژوهش، از طریق رویکردی کیفی و بر اساس مصاحبه‌های عمیق با خبرگان زیست‌بوم نوآوری و شتاب‌دهنده‌ها، به بررسی چالش‌های پیش‌روی شتاب‌دهنده‌های نوآوری و کسب‌وکار ایرانی پرداخته شده است و در ادامه راه‌کارهای مدیریتی و سیاستی برای بهبود و ارتقا عملکرد شتاب‌دهنده‌ها ارائه شده است. جامعه مورد مطالعه را مدیران شتاب‌دهنده‌های نوآوری و کسب‌وکار ایرانی و مدیرانی در زمینه ساماندهی و پشتیبانی از شتاب‌دهنده‌ها تشکیل می‌دهند و نوع نمونه‌گیری غیراحتمالی و هدفمند است. بر اساس کاربست روش تحلیل مضمون، چالش‌های پیش‌روی شتاب‌دهنده‌ها در سه سطح خرد (شتاب‌دهنده‌ها)، سطح میانی (زیست‌بوم نوآوری) و سطح کلان (عوامل اقتصادی، اجتماعی و ...) شناسایی شدند. درنهایت، راه‌کارهای سیاستی و مدیریتی برای رفع چالش‌ها و بهبود عملکرد شتاب‌دهنده‌ها به‌ترتیب در سطح زیست‌بوم نوآوری و در سطح شتاب‌دهندها ارائه شده است.

exploration of the challenges facing innovation and business accelerators in iran

accelerators play a crucial role as one of the most important components of the innovation and entrepreneurship ecosystem, significantly contributing to the development of startups and new businesses. over a decade since their inception in iran, the performance and impact of these accelerators have become a major concern in innovation and entrepreneurship policy-making. despite government efforts and support from institutions aimed at enhancing the role of accelerators, fundamental challenges persist, including a lack of financial resources, weak networking with industry, and limited access to specialized human resources. this research employs a qualitative approach, utilizing in-depth interviews with experts from the innovation ecosystem and accelerators to examine the challenges faced by iranian innovation and business accelerators. it also provides managerial and policy recommendations for improving and enhancing the performance of these accelerators. the study’s participants include managers of iranian innovation and business accelerators and those involved in organizing and supporting these entities, employing a non-probability, purposive sampling method. through thematic analysis, challenges confronting accelerators are identified at three levels: micro (accelerators), meso (innovation ecosystem), and macro (economic, social factors, etc.). finally, policy and managerial solutions for addressing these challenges and improving accelerator performance are presented at both the innovation ecosystem level and the accelerator level.
