تحلیل تعارضات صندوق نوآوری و شکوفایی بر اساس بدیل‌های سیاستی

تامین مالی فعالیت‌های پژوهشی، فناورانه و نوآورانه یکی از کارکردهای اصلی نظام‌های نوآوری است و صندوق نوآوری و شکوفایی از کنشگران کلیدی تحقق این کارکرد در نظام ملی نوآوری ایران به شمار می‌آید. ویژگی‌های منحصربه‌فرد کسب‌وکارهای دانش‌بنیان در کنار تنوع نیازها و تقاضاهای آن‌ها در طول چرخه حیاتشان، موجب می‌شود صندوق نوآوری وشکوفایی به عنوان میاندار شبکه تامین مالی دانش‌بنیان نیازمند برقراری پیوندها و ارتباطات مختلف با سایر کنشگران این شبکه باشد. این گستردگی و تنوع ارتباطات -که به‌طور بالقوه مستعد شکل‌گیری تعارض است- با برخی تصمیمات سیاستی زمینه‌ای در هم آمیخته است و موجب بروز برخی تعارضات کارکردی و نهادی در این شبکه شده است. هدف این پژوهش شناسایی و تحلیل تعارضات صندوق نوآوری و شکوفایی از طریق واکاوی بافتار سیاستی پیرامون آن و درک بدیل‌های سیاستی‌ای است که موجب شکل‌گیری این تعارضات شده‌اند. برای دستیابی به این هدف، ابتدا یک چارچوب مفهومی متناسب برای تحلیل تعارض مبتنی بر گزاره‌های بدیل سیاستی توسعه یافته، سپس از طریق تحلیل مضمون مصاحبه‌های انجام‌شده با نمایندگان شبکه مذکور، دو/چندگان‌های سیاستی عامل تعارض شناسایی شده‌اند. در ادامه تعارض‌ها بر اساس ویژگی‌ها، کنشگران، مدت و راهکارهای حل تعارض تحلیل شده‌اند. یافته‌ها نشان می‌دهد تعارض‌های صندوق نوآوری در پنج گروه (1) تامین منابع، (2) ماموریت و خدمات، (3) مدیریت و حکمرانی، (4) مخاطبان و خدمت‌گیرندگان، و (5) تنظیم‌گری دسته‌بندی می‌شوند.

analyzing the conflicts of iran national innovation fund (inif) based on policy alternatives

funding innovation is one of the main functions of innovation systems, and the iran national innovation fund (inif) is one of the key actors in realizing this function in iran. the unique characteristics of innovative businesses, along with the diversity of their needs during their life cycle, make the inif need to establish various links and communications with other actors of the financing network. this breadth and variety of communication is mixed with some underlying policy decisions and has caused some functional and institutional conflicts in this network. the purpose of this research is to identify and analyze the conflicts of the inif by examining the policy context around it and understanding the policy alternatives that have caused these conflicts. to achieve this goal, first, a conceptual framework for conflict analysis based on alternative policy propositions has been developed, and then through the content analysis of the interviews conducted with the representatives of the said network, policy alternatives causing the conflict have been identified. in the following, the conflicts have been analyzed based on their characteristics, actors, duration, and conflict resolution strategies. the findings show that the conflicts of the innovation fund are categorized into five groups: (1) provision of resources, (2) inif mission and services, (3) governance and management, (4) audiences and recipients, and (5) regulation.
