سیاست‌گذاری در عرصه فناوری نوین بانکی: راهبرد‌های تنظیم‌گری و تعادل‌های بازیگران با رویکرد نظریه بازی‌ها

یکی از چالش‌های اساسی نظام بانکی ایران، فعالیت شرکت‌های فناوری فاقد مجوز است. با ظهور فناوری‌های نوین و بازتعریف مفهوم بانکداری، اهمیت این موضوع بیشتر شده است. بدون توجه به بازیگران حوزه فناوری بانکی نمی‌توان به اهداف مطلوب دست یافت. در این پژوهش، با استفاده از روش تحلیل محتوا و مصاحبه با خبرگان، خواسته‌ها و اقدامات موردنیاز شناسایی شده‌اند. از طریق رویکرد نظریه بازی‌ها و الگوی گراف، وضعیت تعادل بین بازیگران کلیدی مانند بانک‌های سنتی، شرکت‌های فناوری مالی، مشتریان و کاربران خدمات بانکی، دولت و نهادهای نظارتی و سرمایه‌گذاران و تحلیل‌گران بازار بررسی شده است. وضعیت تعادل بین بازیگران از طریق مصاحبه‌ها و تعیین ترجیحات آنها درباره وضعیت‌های بازی مشخص شده و با تحلیل مسیر تکاملی، حرکات بازیگران از وضع موجود به وضعیت تعادل تعیین شده است. نتایج این پژوهش نشان داد که وضعیت تعادل فعلی، مطلوب جامعه و سیاست‌گذاران نیست و برای رسیدن به تعادل مطلوب، نیاز به تغییر ترجیحات بازیگران وجود دارد. از طریق تحلیل بازی معکوس، مشخص شد که دولت و نهادهای نظارتی باید با به‌رسمیت‌شناختن این بخش و وضع قوانین و مقررات سخت‌گیرانه، به وضعیت مطلوب برای اقتصاد کشور دست یابند. این پژوهش به سیاست‌گذاران کمک می‌کند تا درک بهتری از پویایی‌ها و تعاملات بین بازیگران داشته باشند و سیاست‌های موثرتری برای مدیریت ذی‌نفعان در تنظیم قوانین و مقررات بانکی طراحی کنند.

policy-making in the arena of emerging banking technologies: regulatory strategies and stakeholder equilibrium’s through the lens of game theory

one of the fundamental challenges of iran’s banking system is the activity of unlicensed technology companies. with the emergence of new technologies and the redefinition of banking, this issue has become more significant. achieving desirable goals is impossible without considering the actors in the banking technology sector. this study employs content analysis and expert interviews to identify the needs and necessary actions. using game theory and graph models, the equilibrium among key actors such as traditional banks, financial technology companies, customers and users of banking services, the government and regulatory bodies, and investors and market analysts is examined. the equilibrium state among these actors was identified through interviews and determining their preferences regarding the game states. evolutionary path analysis determined the movements of actors from the current state to the equilibrium state. the results indicate that the current equilibrium is not desirable for society and policymakers, and changes in the actors’ preferences are necessary to achieve the desired equilibrium. reverse game analysis revealed that the government and regulatory bodies need to formally recognize this sector and implement stringent laws and regulations. this research helps policymakers gain a better understanding of the dynamics and interactions among actors and design more effective policies for managing stakeholders in the regulation of banking.
