درونی سازی پنجره های فرصت با هدف همپایی فناورانه مبتنی بر گذار پایدار: توربین های بادی در ایران

هدف از پژوهش حاضر شناسایی سازوکارهای درونی‌سازی پنجره‌های فرصت به منظور تسهیل و تسریع همپایی فناورانه با رویکرد گذار پایدار در صنعت توربینهای بادی در ایران است. برای انجام این پژوهش از رویکرد کیفی و استراتژی مطالعه موردی استفاده شده است. به این منظور، سیر تکامل تاریخی صنعت توربین‌های بادی در ایران از سال 1367 تا 1399 و وضعیت موجود این صنعت با استفاده ازتحلیل اسناد و مدارک و مصاحبه با خبرگان این صنعت و بر اساس کارکردهای نظام نوآوری فناورانه مورد بررسی قرار گرفته است. سپس چالش‌هایی که بر سر راه درونی‌سازی پنجره‌های فرصت و همپایی این صنعت در ایران وجود دارد، شناسایی شده‌اند. یافته‌ها حاکی از آن است که روند توسعه صنعت تا سال 1394 سیر صعودی داشته، با این حال علیرغم تلاش‌های شکل گرفته در راستای درونی‌سازی پنجره‌های فرصت، آهنگ رشد آن در سال‌های اخیر کُند شده است که این موضوع سبب عقب ماندن این صنعت در عرصه رقابت جهانی شده است. در حال حاضر از مهمترین چالش‌های صنعت، می‌توان به ضعف در جهت‌دهی به تحقیقات، سازوکارهای ضعیف مشروعیت‌بخشی و همچنین نبود بازار مناسب داخلی و خارجی، اشاره کرد. در انتها پیشنهاداتی به منظور درونی‌سازی هر سه پنجره‌ فرصت یاد شده از طریق کارکردهای نظام نوآوری فناورانه در صنعت توربین‌های بادی ارائه شده است.

Endogenizing Windows of Opportunity with the Goal of Technological Catchup Based on Sustainable Transition: Wind Turbines in Iran

This paper aims to identify the mechanisms of endogenizing windows of opportunity in order to facilitate and accelerate technological catchup with the sustainable transition approach in the wind turbine industry in Iran. To conduct this research, a qualitative approach and case study strategy have been used. For this purpose, the historical evolution of the wind turbine industry in Iran from 1988 to 2020 and the current situation of this industry based on the functions of the technological innovation system have been reviewed. Then, the challenges of endogenizing the windows of opportunity and catchup in this industry in Iran have been identified. Findings indicate that the trend of industry development has been upward until 2015, however, despite the efforts made to endogenize the windows of opportunity, its growth rate has slowed down in recent years. This issue has caused the industry to lag behind in the global competition. Currently, one of the most important challenges of this industry is the weakness in the direction of research, weak legitimation mechanisms, as well as the lack of enough domestic and foreign market. Finally, suggestions are provided for the endogenizing of all three windows of opportunity through the functions of the technological innovation system in the wind turbine industry.
