آینده نگاری تاثیر فناوری های همگرا بر سیاست های دولت در قابلیت آفرینی نوآورانه

مطالعه حاضر تلاش دارد تا نقش و کارکرد دولت در قابلیت‌آفرینی نوآورانه را تحت تاثیر جریان همگرایی فناورانه مورد تحلیلی آیندهنگرانه قرار دهد. رویکرد این تحقیق، کیفی و توصیفی بوده و در آن از استراتژی‌های تحلیل ریخت‌شناختی و سناریوسازی استفاده شده است؛ بدین صورت که رایج‌ترین سازوکارهای حمایت دولت از فرایند تقویت قابلیت نوآورانه شناسایی و در قالب مدلی ارائه و به صورت موازی، مهمترین دستاوردهای حاصل از کاربرد فناوری‌های همگرا نیز بر اساس یکی از مدل‌های معتبر استخراج شده است. سپس با تشکیل نشست خبرگان و اجرای تکنیک تحلیل ریخت‌شناختی، شدت تاثیرگذاری جریان همگرایی فناورانه بر هرکدام از سازوکارهای حمایتی مورد برآورد قرار گرفته و با اجرای تکنیک سناریوسازی، سه سناریوی بدیل از آینده نقش دولت در قابلیت نوآوری تحت تاثیر فناوریهای همگرا (شامل سناریوهای حداقلی، میانه و حداکثری) طراحی شده است. نتایج تحقیق نشان می‌دهد که با بهره‌گیری هوشمندانه از ظرفیت‌های انقلابی فناوری‌های همگرا می‌توان آینده مطلوب از نقش دولت در توسعه قابلیت نوآورانه را زمینه‌سازی نمود و این جایگاه را در مقایسه با شرایط فعلی به شدت تکامل بخشید.

A Foresight on the Impact of Convergent Technologies on Public Policies for Innovative capability Building

The present study attempts to introduce the role and function of the government in innovative capability building under the influence of the technological convergence flow as a foresight study and introduce the predictable futures of convergent technologies (NBIC). The approach of this research is qualitative and descriptive and has been used in morphological and scenariobuilding strategies. Thus, the most common mechanisms of public support in the process of innovation capability enhancement are identified and modeled; in parallel, the most important achievements of convergent technologies are derived from one of the valid models. Then, the intensity of the impacts of technological convergence on each aspect of governmental support is estimated through expert panel & morphological analysis techniques. Finally, by implementing the scenariobuilding technique, three alternative scenarios of the future (including minimal, moderate, and maximum scenarios) are designed. The results show that by utilizing intelligently the revolutionary capacities of convergent technologies, the governments can establish the desirable future of the role of governance in development of innovative capabilities, and this position can be evolved strongly compared to the current situation.
