نگرش سیستمی به بودجه‌ریزی شهرداری‌‌ها در شرایط اعمال سیاست‌‌های تعدیل قیمت‌‌های انرژی

اجرای قانون هدفمندسازی یارانه ها، درآمد ها و هزینه های شهرداری را به صورت مستقیم و غیرمستقیم، تحت تاثیر قرار داده و خواهد داد. بر این اساس، مطالعه آثار طرح مذکور بر منابع درآمدی و هزینه های شهرداری های کشور با نگرش سیستمی، برای بودجه ریزی شهرداری ها اهمیت بسزایی دارد. بر اساس مدل های داده ستانده می توان آثار سیاست های تعدیل قیمت های انرژی را بر جریان درآمدی و هزینه های شهرداری های کشور، مورد ارزیابی سیستمی قرار داد. آنچه مساله را تا حدی پیچیده می کند تطبیق مقوله های هزینه های شهرداری هاست.افزایش قیمت حامل های انرژی مستقیماً از طریق افزایش درآمد های حاصل از عوارض مربوط به سوخت و برق، می تواند منجر به افزایش درآمد حاصل از قانون مالیات بر ارزش افزوده برای شهرداری ها شود. به منظور برآورد تاثیر اجرای مرحله اول قانون بر این آیتم درآمدی، مصارف و قیمت حامل های انرژی در سال های قبل و بعد از هدفمندی، مورد استفاده قرار گرفت. با داشتن اطلاعات قیمت و مصرف قبل و بعد از هدفمندسازی، این امکان فراهم شد که افزایش ارزش ریالی مصرف حامل های انرژی مختلف در سال مورد نظر، محاسبه شود و سپس میزان افزایش عوارض ناشی از هر سوخت برای تمامی شهرداری ها و دهیاری های کشور با استفاده از رقم حاصله و نیز با اعمال نرخ های اخذ عوارض مربوط به شهرداری ها (مشخص شده در قانون مالیات بر ارزش افزوده) محاسبه گردد. با استفاده از مدل قیمت مبتنی بر جدول داده ستانده می توان تاثیر تعدیل قیمت های انرژی بر تورم محصولات مختلف را شبیه سازی کرد. مبتنی بر تورم حاصله در کالا ها و خدمات کل اقتصاد می توان افزایش هزینه شهرداری ها را محاسبه نمود. این نوع شبیه سازی، مبتنی بر نگرش سیستمی خواهد بود و کلیه آثار مستقیم و غیرمستقیم، در آن لحاظ می شود. بودجه ریزی شهرداری ها مبتنی بر نگرش مزبور، بودجه متوازن را نتیجه خواهد داد.

Systematic Approach to the Budgeting of Municipalities in Terms of Applying Adjustment Policies of Energy Prices

Implementation of targeted subsidies law has influenced the revenue and costs of these organizations directly or indirectly. In this regard, studying the impacts of mentioned plan on revenue resources and municipalitiesrsquo costs of the country is of great importance with systematic approach in municipalitiesrsquo budgeting. The impacts of adjustment policies of energy prices on municipalitiesrsquo revenue and costs can be evaluated systematically based on inputoutput models. What complicates the issue is the adjustment of municipalitiesrsquo costs issues.Rise in the price of energy carriers may directly lead to increase in revenue from value added tax act for municipalities through increasing revenues from duties related to fuel and electricity. In order to estimate the impact of the implementation of the first stage of law on the income item, Consumption and price of energy carriers were used in the years before and after of the law. Having information about price and consumption after targeting, this makes it possible to calculate the increase of Rial value of use of different energy carriers in the year and calculate the rate of increase in duties of each fuel for all municipalities and rural municipalities in the country by using obtained figure and applying toll collection rates related to municipalities, specified in VAT act, as well. The impact of adjustment of energy prices on the inflation of different products can be stimulated by using price model based on inputoutput table. Increase in the costs of municipalities can be calculated according to obtained inflation in goods and services of the total economy. This type of stimulation will be based on systematic approach and all direct and indirect effects are considered in it. Budgeting of municipalities based on mentioned approach will result in balanced budget.
