بررسی موقعیت (وضعیت) موجود راهبردی پلیس راهور فراجا در پیشگیری از تصادفات ناشی از عوامل انسانی و تعیین موقعیت مطلوب در این زمینه

سالانه افراد زیادی بر اثر تصادفات جان خود را از دست می‌دهند. مهم‌ترین علت تصادف عامل انسانی می‌باشد و عامل انسانی در پیشگیری از وقوع تصادفات تاثیرگذارترین عامل است.در بحث ترافیک و مهمترین مولفه آن یعنی تصادفات پلیس راهور فراجا به عنوان یکی از اصلی ترین و شاید به جرات اولین سازمان و مسئول ترافیک کشور می باشد که به صورت مستقیم در اکثر ماموریت ها و وظایف خود با عامل انسانی سروکار دارد لذا در این پژوهش، در پیشگیری از تصادفات به عنوان مهمترین راهبرد پلیس راهور فراجا با مشخص کردن موقعیت راهبردی حال حاضر این پلیس در این زمینه، موقعیت راهبردی مطلوب مورد انتظار را که می توان با آن به نتایج مطلوبی در خصوص پیشگیری از تصادفات ناشی از عوامل انسانی رسید را تعیین نمودیم و اقداماتی که با آنها به این موقعیت می رسیم معرفی شوند. دراین پژوهش تجزیه و تحلیل داده‌ها در دو بخش کمی و کیفی انجام شد که در بخش کیفی به روش تحلیل محتوا و در بخش کمی برای تجزیه و تحلیل داده‌های به دست‌آمده از پرسش‌نامه‌ها، از نرم افزار spss استفاده شد. با استفاده از روش swot نقش‌های چهارگانه قوت، ضعف، فرصت و تهدید با استفاده از داده های به دست آمده از جامعه آماری به وسیله پرسشنامه نقش عوامل استخراج‌شد. با ارزیابی محیط داخلی، ماتریس ife و با ارزیابی محیط خارجی ماتریس efe در سه مرحله موقعیت راهبردی فعلی و موقعیت راهبردی مطلوب مشخص شد.

assessing the current strategic position of the traffic police in preventing accidents caused by human factors and determining the desired position

background and objective: annually, many people lose their lives due to accidents. the most significant cause of accidents is the human factor. human factors include high speed, driver carelessness, disregard for traffic regulations, and more. the human element is the most complex component of the transportation system because individuals' performance in accidents varies greatly. in the context of traffic and its most critical component, accidents, many organizations are directly and indirectly involved. among them, the traffic police are one of the primary, and arguably the first, organization responsible for traffic in the country, deal directly with the human factor in most of its missions and duties. therefore, this research aims to assess the current strategic position of the traffic police in preventing accidents caused by human factors and to determine the desired position in this field.method: in this research, a questionnaire was developed based on expert interviews and a literature review. it was distributed to a statistical population of 63 individuals, who were mainly the heads of the provincial highway and traffic police. data analysis was conducted in two parts: qualitative and quantitative. the qualitative part used content analysis, while in the quantitative part, spss software was used to analyze the data obtained from the questionnaires.findings: using the swot method, the four roles of strengths, weaknesses, opportunities, and threats were extracted from the data obtained from the statistical population via the questionnaire. by evaluating the internal environment (ife matrix) and the external environment (efe matrix) in three stages, the current and desired strategic positions were identified. according to the results, the current position is in the defensive quadrant, and the desired position is in the aggressive quadrant. finally, to achieve this desired state, by combining opportunities and strengths, a total of 7 sectoral strategies corresponding to the aggressive quadrant were identified and confirmed in an expert session. the resulting strategies include strengthening existing laws, enhancing the tangible and intangible skills of traffic users, using incentive tools, increasing the factors for assessing physical and mental fitness for driving, and improving the level of family education.results: in this research, preventing accidents was identified as the most important strategy for the traffic police. by determining the current strategic position of the traffic police and then defining the desired strategic position, it was observed that the current strategic position lies in the defensive area, while the desired strategic position is in the aggressive area. using expert opinions and a paired matrix, strategies for the aggressive quadrant were identified, and an effective step was taken towards achieving the desired strategic position.
