ساخت و اعتباریابی سنجه توسعه ظرفیت در مدیریت ترافیک شهری تهران بر مبنای مدل فرآیندی undp

زمینه و هدف: ترافیک، امروزه در زندگی انسان‌ها واژه شناخته شده‌ای است که به واسطه خصوصیات خاص زندگی معاصر که به تحرک و فعالیت هرچه بیشتر گرایش دارد، ابعاد پیچیده‌ای یافته است و از این رو در بسیاری از کلان شهرهای کشورهای در حال توسعه و به ویژه شهر تهران به مساله‌ای بحرانی تبدیل شده است. بر این اساس به منظور مدیریت ترافیک تهران و اجرای موفق برنامه‌ها، یکی از مهم ترین گام‌ها، توسعه ظرفیت است. هدف از این پژوهش اعتبار یابی شاخص های بومی توسعه ظرفیت به منظور مدیریت ترافیک شهری تهران بر اساس مدل توسعه یافته undp می‌باشد.روش: این پژوهش از نظر رویکرد کیفی و با روش تحلیل ‌محتوا انجام گردیده و از آنجا که برای اولین بار اقدام به ساخت و اعتباریابی سنجه توسعه ظرفیت برای مدیریت ترافیک شهری تهران نموده است، یک پژوهش توسعه‌ای و با توجه به کاربست آن برای دستگاه‌های متولی و مجری ترافیک تهران، یک پژوهش کاربردی نیز قلمداد می‌گردد. به منظور گردآوری داده‌ها از مصاحبه نیمه ساختار یافته با خبرگان و صاحب نظران حوزه ترافیک و حمل و نقل تهران و همچنین مستندات و متون مربوط به توسعه ظرفیت undp استفاده گردید.  شناسایی این خبرگان با استفاده از روش نمونه گیری گلوله برفی و تا رسیدن به اشباع نظری ( شامل 12 نفر) ادامه یافت. سپس برای تحلیل اطلاعات به دست آمده با تکنیک تحلیل محتوای کیفی( روش استقرایی) و با بهره گیری از نرم افزار maxqda 2020 در خصوص کد گذاری باز، محوری و گزینشی اقدام شد. به منظور بررسی روایی،  از متخصصان برجسته  شامل: 3 نفر از صاحب نظران مرتبط با حوزه برنامه ریزی شهری و ترافیک تهران، 3 نفر از صاحب نظران در سازمان حمل و نقل و ترافیک شهرداری تهران، 3 نفر از خبرگان پلیس راهور فراجا و 3 نفر از اساتید حوزه مدیریت دولتی و خط‌مشی‌گذاری عمومی استفاده و نظرات آن ها در قالب فرم cvi گردآوری شد و پایایی نیز با استفاده از روش ضریب کاپای کوهن محاسبه گردید.یافته‌ها: با توجه به تجزیه و تحلیل صورت گرفته، در مجموع تعداد 22 مقوله و 139 شاخص بومی ( نشانگر/گویه ) شناسایی و در قالب محورهای پنج گانه مدل فرآیندی توسعه ظرفیت undp طبقه بندی گردید. البته باید گفت شاخص‌های بومی به دست آمده با توجه به اقتضائات و الزامات شهر تهران استخراج و می‌تواند برای تصمیم گیرندگان حوزه ترافیک و حمل و نقل در خصوص شناسایی ظرفیت‌ها و توسعه آن به منظور مدیریت موثر ترافیک شهر تهران مورد بهره برداری قرار گیرد.نتیجه گیری: تاکنون از مجموعه پژوهش‌های انجام شده در ایران، پژوهشی با موضوع توسعه ظرفیت بر مبنای یک مدل توسعه ظرفیت برای مدیریت ترافیک شهری تهران، ارائه نگردیده است. در این پژوهش، حاصل کار به صورت مدل مفهومی پیشنهادی با استفاده از شاخص های بومی متناسب با شهر تهران ارائه گردید. در واقع می‌توان گفت الگوبرداری از مدل فرآیندی undp  که توسط سازمان ملل متحد طراحی گردیده، پس از ارتقا و بومی سازی شاخص‌های آن می‌تواند به عنوان یک دستاورد جدید در مدیریت موثر ترافیک شهر تهران مورد بهره برداری قرار گیرد. 

construction and validation of capacity development measure in tehran traffic management based on undp process model

background and objective: traffic is a well-known term in human life today, which has acquired complex dimensions due to the specific characteristics of contemporary life, which tends to be more and more mobile and active, and therefore has become a critical issue in many metropolises of developing countries, especially tehran. accordingly, in order to manage tehran traffic and successfully implement programs, one of the most important steps is capacity development. the purpose of this research is to validate local capacity development indicators for urban traffic management in tehran based on the undp developed model.method: this research was conducted in terms of a qualitative approach and with the content analysis method, and since it was the first time to build and validate a capacity development indicator for urban traffic management in tehran, it is considered a developmental research and, considering its application to the authorities in charge and implementing tehran traffic, and it is also considered an applied research. in order to collect data, semi-structured interviews with experts and scholars in the field of traffic and transportation in tehran, as well as documents and texts related to undp capacity development, were used. the identification of these experts was continued using the snowball sampling method until theoretical saturation (including 12 people). then, the obtained information was analyzed using the qualitative content analysis technique (inductive method) and using maxqda 2020 software regarding open, axial and selective coding. in order to examine the validity, prominent experts were used, including: 3 experts related to the field of urban planning and traffic in tehran, 3 experts in the tehran municipality transportation and traffic organization, 3 experts from the iri traffic police, and 3 professors in the field of public administration and public policymaking. their opinions were collected in the form of a cvi form, and reliability was calculated using the cohen’s kappa coefficient method.findings: according to the analysis, a total of 22 categories and 139 local indicators (indicators/items) were identified and classified in the form of five axes of the undp capacity development process model. of course, it should be said that the local indicators obtained were extracted according to the requirements and requirements of tehran and can be used by decision makers in the field of traffic and transportation in identifying capacities and developing them for the effective management of tehran’s traffic.results: so far, from the set of research conducted in iran, no research on capacity development based on a capacity development model for tehran’s urban traffic management has been presented. in this research, the results of the work were presented in the form of a proposed conceptual model using local indicators appropriate for tehran. in fact, it can be said that modeling the undp process model designed by the united nations, after upgrading and localizing its indicators, can be used as a new achievement in the effective management of tehran’s traffic.
