بررسی عوامل اجتماعی موثر در قانون‌گریزی رانندگان و عدم‌تمکین از فرمان پلیس

زمینه و هدف: قانون گریزی رانندگان و عدم تمکین از فرمان پلیس همواره یکی از مسائل اجتماعی مهم در تمامی جوامع به شمار می رود. هدف این تحقیق بررسی عوامل اجتماعی موثر در قانون گریزی رانندگان و عدم تمکین از فرمان پلیس بود.روش: روش تحقیق مطالعه حاضر علّی- مقایسه ایی بود. جامعه آماری پژوهش حاضر شامل کلیه رانندگان متخلف استان آذربایجان غربی بود که به دلیل نمره منفی بیش از حد مجاز (30 به بالا)، گواهی نامه یا وسایل نقیله آنان توسط پلیس راهنمایی و رانندگی استان در بازه زمانی آبان تا دی ماه سال 1398 ضبط گردیده و به  پلیس راهنمایی و رانندگی استان مراجعه نموده اند، بودند. از این بین تعداد 120 راننده متخلف از طریق روش نمونه گیری در دسترس انتخاب شدند. همچنین 120 نفر نیز راننده غیرمتخلف با روش همتاسازی از لحاظ سابقه رانندگی، نوع وسیله نقیله (سبک- سنگین) و سن به عنوان گروه مقایسه، انتخاب شدند. برای گردآوری داده های این تحقیق  از پرسش نامه های حمایت اجتماعی، سرمایه اجتماعی (2000)، مشارکت اجتماعی (1393)، بی نظمی اجتماعی (1395) و احساس بی هنجاری (2011) استفاده شد.یافته ها: یافته ها نشان داد از یک سو بین رانندگان قانون گریز و رانندگان قانون مدار در حمایت اجتماعی و سرمایه اجتماعی، تفاوت معناداری وجود ندارد. اما بین رانندگان قانون گریز و رانندگان قانون مدار در مشارکت اجتماعی، کنترل اجتماعی و بی هنجاری اجتماعی، تفاوت معناداری وجود دارد.نتیجه گیری: نتایج نشان داد که مشارکت اجتماعی، حمایت اجتماعی و آشفتگی اجتماعی نقش مهمی در بروز پدیده قانون گریزی رانندگان و عدم تمکین از فرمان پلیس دارند. لذا به سیاستمداران و قانون گذاران پیشنهاد می شود که با افزایش کنترل اجتماعی و فراهم سازی امکانات افزایش مشارکت شهروندان در جامعه و کاهش احساس آشفتگی اجتماعی شهروندان از بروز پدیده قانون گریزی رانندگی پیشگیری کرده و  زمینه اطاعت از قانون توسط شهروندان را فراهم سازند.

Investigating the Social Factors Affecting Drivers’ Lawlessness and Disobedience to Police Orders

Background and Aim: Breaking the law by drivers and disobeying the police order is always one of the most important social issues in all societies. The present study aims to investigate the social factors affecting drivers’ lawlessness and disobedience to police orders.Method: This study made use of a causal-comparative research design. The statistical population of the present study included all offending drivers in West Azerbaijan province who due to their negative score exceeded the permissible level (30 and above), their licenses or vehicles were confiscated by the provincial traffic police in the period from November to January 2020 and have been referred to provincial traffic police. The sample was 120 offending drivers who were selected by the convenience sampling method.Also, 120 non-offending drivers (comparison group) were selected as a comparison group, who were matched with offending drivers in terms of driving history, type of vehicle (light-heavy), and age. To collect the data of this study, the questionnaires social support, social capital (2000),social participation (1393), social anomie (1395), and feelings of anomie (2011) were used.Findings: The findings showed that on the one hand, there is no significant difference between drivers with and without lawlessness behavior in social support and social capital. But there is a significant difference between drivers with and without lawlessness behavior in social participation, social control, and social anomia.Conclusion: The results showed that social participation, social support, and social anomia play an important role in the occurrence of the phenomenon of drivers’ lawlessness and disobedience to police orders. Therefore, politicians and legislators are suggested to prevent the occurrence of illegal driving by providing social control, providing opportunities to increase citizen participation in society, reducing the feeling of social chaos of citizens, and therefore providing the ground for citizens to obey the laws.
