مولفه‌های تحقق شفافیت در حکومت از دیدگاه امام علی(ع) در نهج‌البلاغه

یکی از اهرم‌های مبارزه با فساد در سیستم حکومتی، شفافیت است. شفافیت مقوله‌ای است که در جهت تقویت رابطه حکومت با شهروندان، یک حرکت اساسی در بهبود سیاست‌گذاری قلمداد می‌شود. امام علی(ع) برای شفافیت چنان جایگاهی قائل است که وجود آن را در حکومت امری ضروری قلمداد می‌کند. می‌توان گفت این نوع نگاه در بین رهبران تاریخ پرفرازونشیب جوامع انسانی بی‌نظیر است. هدف پژوهش حاضر، کشف مولفه‌های تحقق شفافیت در حکومت با استناد به فرمایشات آن امام همام در نهج‌البلاغه بوده است. یافته‌های پژوهش نشان می‌دهد که از دیدگاه امام علی(ع) در نهج‌البلاغه، ارائه اطلاعات و اخبار حکومتی به مردم، نظارت و کنترل در امور حکومتی، پاسخگوئی و مسئولیت‌پذیری، مشورت و عدم تکیه بر افکار فردی، حضور در اجتماع و ارتباط صمیمی با مردم، ازجمله مولفه‌های تحقق شفافیت در حکومت‌اند که حاکم و کارگزاران حکومتی باید از آن‌ها بهره‌جویند؛ تا بسترهای فساد و رانت از جامعه رخت بربندد و آرامش بر جامعه حاکم شود و زمینه مشارکت حداکثری برای رشد و آبادانی جامعه فراهم شود و جامعه سیری به‌سوی کمال و سعادت پیدا کند.

Components of achieving transparency in government from the perspective of Imam Ali (as) in Nahj al-Balaghah

One of the most important principles and one of the basic components in Islamic government is the issue of transparency. Transparency is a category that strengthens the relationship between government and individuals in society. The roots of the concept of transparency can be found in the Alawite teachings, especially during the short period of his rule; Because he considered transparency in the government a necessity. Therefore, in this research, this issue has been the basis of analysis from the point of view of Imam Ali (as) in Nahj alBalaghah and has been explained according to the designed conceptual framework that he believes in order to achieve this realization and principle in governance. That the ruler and ruler of the Islamic society should use tools such as honesty and frankness with the members of the society under any circumstances; Legalism and the rule of law; Kindness and tolerance towards the members of the society and avoiding violence, and avoiding artificial behavior and modesty. Society is full of perfection and happiness.
