راهبرد حکومتی «جلب رضایت عمومی» از منظر نامه‌های نهج‌البلاغه با تاکید بر بررسی سند الگوی پایه اسلامی ایرانی پیشرفت

از منظر نامه‌های نهج‌البلاغه، یکی از مهم‌ترین اصول راهبردی در عرصه حکمرانی، اصل «جلب رضایت عمومی» است و تحقق آن نیازمند طرح عملیاتی درازمدت می‌باشد. مسئله کانونی مقاله این است که: «از منظر نامه‌های نهج‌البلاغه با چه راهکارهایی می‌توان این اصل راهبردی را محقق ساخت؟» از مجموع این نامه‌ها، می‌توان برای تحقق این اصل، راهکارهای عملیاتی متعددی را با روش تحلیلی توصیفی، استنباط کرد. این راهکارها در جنبۀ سلبی، عبارت از پنج اصل: «پرهیز از استبداد»، «پرهیز از ویژه‌خواری»، «پرهیز از بدعهدی»، «پرهیز از خشونت» و «پرهیز از اجبار مردم» بوده و در جنبه ایجابی، عبارت از هفت اصل: «لزوم حمایت از اقشار آسیب‌پذیر»، «لزوم اطلاع‌رسانی به مردم»، «لزوم همراهی با آنان در سختی‌ها»، «لزوم امنیت عمومی در بیان انتقاد»، «لزوم رعایت برابری در تعامل با آنان»، «لزوم ارتباط مستقیم» و «لزوم عذرخواهی در فرض اشتباه» می‌باشند. این نوشتار بر این باور است که اصل راهبردی «جلب رضایت عمومی»، هرچند در سند الگوی پایه اسلامی ایرانی پیشرفت، به‌صورت ضمنی موردتوجه است؛ اما بااین‌همه، نگاه همه‌جانبه به آن موردتوجه نبوده و برخی از راهکارهای عملیاتی فوق به‌کلی در آن مطرح نشده‌اند؛ به همین روی لازم است در تکمیل و ارتقا این سند، این اصل مورد اهتمام قرارگیرد و بر همین اساس پیشنهاد‌هایی ارائه‌ شده است.

The strategic principle of "general satisfaction" from the perspective of Nahj al-Balagha’s letters emphasizing on the review of the Islamic Basic Document of Iran

From the point of view of Nahj alBalagha’s letters, one of the most important strategic principles in the realm of governance is the principle of &general satisfaction&, which requires a longterm operational plan and successful implementation of it requires several tactics. The main issue of the paper is that from the perspective of Nahj alBalaghah’s letters, what Tactics can this strategic principle be realized? From the Nahj alBalaghah letters, we can deduce a number of operational tactics with a descriptive analytical method to realize this strategic principle. These tactics in the aspect of negation are five principles: abstaining from autocracy, avoidance of rente, avoidance of bad promise, avoidance of violence and avoidance of coercion of the people. In a positive aspect, there are seven principles: support for the needy, informing people, accompanying them in hardship, allowing them to criticize, treating them equally, direct communication and apologizing for the wrong assumption. This paper believes that the strategy of &general satisfaction& is not fully addressed in the Islamic Basic Document of Iran, and some of the above principles have not been addressed; therefore, it is necessary to consider this principle in completing and promoting it. The basis of the proposals has been raised.
